Location: Washington, DC (Joint Base Anacostia-Bolling) or National Capital Region SCIF

Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are seeking a highly motivated Data Scientist to join our team. The Data Scientist individual’s primary function is to utilize analytical skills to support the data-driven strategic workforce planning for a large IC organization by leveraging a data science approach to Human Resources (HR) data. The Data Scientist-Human Resources individual will develop data models and insightful data visualizations to enable senior leaders to manage the talent of a specialized, highly educated, and diverse evolving information technology workforce across multiple locations.

Responsibilities include, but are not limited to:

  • Maintain sufficient detail for the project to instill confidence from the client that the deliverable(s) will meet the needs of the stakeholders, policies, standards, and best practices.
  • Develop data models and insightful data visualizations from data gathered during workforce assessments, skills gap assessments, and competency assessments that enable succession planning and design, recruitment planning and design, training planning and design, onboarding planning and design, retention planning and design, and performance management planning and design
  • Support the development of a Talent Management Strategic Workforce Implementation Plan by creating efficiencies in the collection, storage, analysis, and reporting of HR data to include a supporting tool and methodology that allows the organization to track execution of, measure of progress, and ensure the organization achieves outcomes for core strategic goal, objectives and initiative and milestones
  • Assist in creating implementation plans for all applicable Talent Management components by providing the customer with a deep understanding of their data, what it all means and how they can use it.
  • Participate on a team of professionals conducting Senior Strategic Workforce Planning, Change Management Planning, to successfully develop, plan, manage, and execute the customer’s Strategic Workforce Plan
  • Collaborate with government staff to determine, prioritize, provide analysis and visualization to document the appropriate strategic initiatives to include implementation plans
  • Provide updates and ensure understanding or clarity of process and progress to the customer’s staff on a weekly basis
  • Assist with meetings, training, and collaboration sessions with the customer’s Senior Leadership Champions and Initiative Owners for capturing and providing feedback for high level initiative plans, developing outcome measures and detailed plans for each initiative
  • Develop and present briefings on findings, plans, and implementation processes as needed
  • Document processes related to analysis of data for strategic workforce planning
  • Assist with building and executing a Change Management and Communications Plan

Required Qualifications:

  • Experience with data mining, identifying analytic insight in data, data visualization, and developing briefings, training materials, and other communications to present findings to technical and non-technical audiences.
  • Demonstrated proficiency in applied programming and/or manipulation of data with a programming language such as Python, R, SQL, or JAVA.
  • Demonstrated expertise with visualization techniques and software tools, i.e. Tableau, Matplotlib, etc. for exploratory comparative analysis by way of scripts, algorithms, and/or predictive models.
  • Ability to build complex extraction, transformation, and load (ETL) pipelines to clean and fuse data together.
  • Ability to be a self-starter with initiative and present complex information in simple terms.
  • Demonstrated knowledge of IC Workforce planning initiatives and Strategic Workforce Planning.
  • Consulting and presentation skills: Candidate must possess proven level of professional polish who can help create impactful deliverables (written materials, briefings, data visualization), and who is comfortable presenting them to client-facing audiences.
  • Security Certification (DoD 8570)

Desired Qualifications:

  • Project Management Professional (PMP) certification
  • Knowledge of Data Cataloging
  • Experience identifying data sources to meet data analysis needs
  • Experience working with data stewards to access data sources
  • Knowledge of digital transformation issues and initiatives within IC, DoD, and government spaces
  • Knowledge and Experience working in the IC
  • Knowledge and Experience working in Human Resources highly desired

Education Qualifications:

Requires a bachelor's degree in Applied Mathematics, Computer Science, Data Science, Informatics and Computing, Information Science, Operations Research, Statistics, or a related discipline with a combination of education and experience of at least ten (10) years of demonstrated ability to perform successfully the duties associated with this work. Four (4) years of additional experience may be substituted for a degree.

  • 14 years w/ High School Diploma
  • 10 years w/ Bachelor’s Degree
  • 8 years w/ Master’s Degree
