Summary

Act as Primary liaison with Department of Labor regarding DOL’s SPARQ system to include being AARP Foundations lead expert on SPARQ system and grant compliance as it relates to guiding/informing the Senior Community Services Employment Program (SCSEP) field staff and Data Team properly entering and auditing SCSEP data.  Act as team lead and technical advisor for the day-to-day operations of the AARP Foundation SCSEP SPARQ Data Center.  This includes coordinating work distribution for a group of 3 - 6 staff in the input of SCSEP participant related data into the Department of Labor SCSEP Performance and Results QPR System (SPARQ) data system in a timely and accurate manner.  Manage the SPARQSUPPORT email and resolve all SPARQSUPPORT helpdesk tickets on a daily basis.  Ensuring that all grantee & sub grantee SPARQ grants associated with AARP Foundation are free of rejected data records.  Manage grantee & sub grantee SPARQ user accounts for AARP Foundation staff and participants. Contact project site offices as needed to clarify data or confirm missing information and correct system data rejects.  Develop, announce & provide scheduled training opportunities for the AARP Foundation SCSEP Data Center, SCSEP program staff, participants, and other AARP department staff. 

Responsibilities

Responsible for ensuring proper compliance with applicable DOL and AARP Foundation regulations regarding SPARQ data entry by effectively distributing and monitoring work assignments as a team leader of the Data Center and troubleshooting technical problems.

Responsible for participating in and maintaining regular communication with BCT & DOL representatives to ensure all SPARQ related policy & procedure are implemented correctly by AARP Foundation SCSEP staff.

Provides advice and guidance in identifying and resolving internal operational and administrative actions/problems but not limited to data workflow and business support systems that increase SCSEP effectiveness and efficiencies.  Interacts with all SCSEP functional areas in order to ensure that issues are resolved.

Supports the input of data into the DOL SPARQ data system to resolve backlogs or in other special situations in accordance with DOL and SCSEP data entry manuals, ensuring that all information entered is accurate and within established timeliness.  Provides quality control for entry of transactions into the SPARQ system.  Oversees and assists with the contact of SCSEP project sites to clarify participant data and/or confirm missing information.  Monitors and corrects SPARQ data rejects.  Supports AARP Foundation SCSEP efforts to maintain SPARQ database integrity.

Develops a working knowledge of general SCSEP project site operations and the SCSEP participant process. 

Develops staff skills and abilities of AARP Foundation SCSEP Data Center, SCSEP program staff, participants, and other AARP department staff through developing, announcing & providing scheduled training opportunities at a minimum of 1 per calendar quarter and ensuring that staff are knowledgeable about issues relevant to their work.

Responsible for ensuring security and proper disposal of confidential documentation used for SCSEP participant data entry.

Reviews and approves payment of SCSEP Data Center vendors, to include but not limited to office supplies, telephone and Internet connections.  Ensures compliance with the AARP Foundation APM with SCSEP disbursements.

Oversees assigned staff in supporting SCSEP special projects during the periods when SPARQ is temporarily down for scheduled maintenance and other DOL matters.

Demonstrates AARP leadership behaviors in all interactions.

Requirements

Bachelor’s Degree in Business Administration or related discipline

3 or more years of experience working with federal agencies and/or nonprofits to include use of government database(s)

Experience with MS Office and contemporary software packages

Proficiency in spreadsheet development required to include the ability to create formulas and pivot tables with MS Excel.

Ability to understand, audit and comply with government regulations. 

Ability to manage a data base

Experience with Help Desk environments preferred. 

Analytical and troubleshooting skills to identify, collect, and evaluate information/ data and formulate recommendations.

Ability to work independently and in a team environment.

Customer service experience to include interpersonal communications skills, detail orientation, and a quality service philosophy.
