What are the responsibilities and job description for the Shelter Manager position at Abode Services?

Position Summary: The Shelter Manager will oversee the operation of a non-congregate, homeless shelter in Napa. The Shelter is operational twenty-four hours a day, 365 days a year. The Shelter Manager will oversee a team composed of one Shelter Coordinator, 3 Shelter Services Coordinators (case managers), and a team of Shelter Monitors. The Shelter Manager interfaces and coordinates with representatives from the City and County of Napa, hospitals and healthcare management teams, police departments, behavioral healthcare agencies, and other community partners. The Shelter Manager is also responsible for ensuring that shelter data is timely captured in the Homeless Management Integration System (HMIS) database, program outcomes are tracked, and that we comply with our shelter contracts and other commitments.

How You Make An Impact:

  • Ensure successful implementation, evaluation and coordination of Program services, county wide. Ensure that the program complies with funding regulations, goals, and stakeholder expectations.
  • Provide direct supervision to program staff. Provide regular and appropriate feedback including training, opportunities for professional growth, verbal and written improvement plans when needed, and regular evaluations.
  • Ensure that all program staff, under your supervision, meet the goals as set forth in our shelter contracts.
  • Maintain effective public relations. Work with City and County funders, police and sheriff departments, jails, behavioral healthcare groups, clinics, etc. to collectively support those living at the shelter.
  • Develop relationships with the community-at-large to instill support and confidence in the agency. Serve as a spokesperson for the agency when called upon.
  • Responsible for gathering and compiling client service data and preparing timely periodic reports, as required by funders and collaborative partners as well as maintaining program data spreadsheets.
  • Create electronic tools to track and monitor grievances, incident reports, and behavioral contracts.
  • Ensure overall program compliance to HIPPA, CARF, and agency policies and procedures.
  • Provide support to staff when dealing with participant crises. Manage crisis situations as they emerge. This includes being on call for shelter emergencies during the evenings and weekends.
  • Participate in regular internal and external case conferencing meetings.
  • Assist in developing and implementing shelter policies and procedures.
  • Lead teams that help identify, refer, and enroll candidates who meet eligibility criteria into our shelter and housing programs. This includes completion of coordinated entry assessments and supporting clients to obtain documents for housing readiness, increasing access to resources, and supporting clients to attend crucial healthcare appointments.
  • Spend every other week as the on-call manager. The on-call manager is responsible for managing crises (usually by telephone) that arise outside the Shelter Managers normal working hours.
  • Perform mental status exams, mental health and vulnerability assessments, and diagnostic evaluations, as well as safety assessments that include suicide, homicide, and gravely disabled assessments with participants on an on-going basis.
  • Other duties as assigned.

How You Meet Qualifications:

  • BA/BS is Social Work, Psychology, or another related field required. Master's in social work or Psychology from an accredited university and registration with the California Board of Behavioral Sciences as an associated social worker or intern (ASW or MFTI) preferred.
  • Must have a working knowledge of behavioral healthcare needs and resources and a minimum of 3 years of field experience working with people with co-occurring disorders and/or who are homeless.
  • Two years of management and/over supervision skills preferred.
  • Knowledge and ability to implement the following evidence-based models, Trauma Informed Care, Harm Reduction, and Motivational Interviewing.
  • Ability to build supportive and respectful working relationships with participants and staff.
  • Understanding and practice of culturally sensitive components of direct service delivery through open dialogs and self-exploration with diverse groups.
  • Ability to effectively intervene in crisis situations using de-escalation techniques.
  • Strong ability to represent the interests of the agency, interact effectively with a diverse population with multiple special needs, and be comfortable building successful collaborative relationships with tenants, staff, and with community networking and resource building.
  • Ability to work flexible hours, including some early morning, weekends, and evenings. This includes spending every other week as the on-call manager. The on-call manager is responsible for managing crises (usually by telephone) that arise at our shelters after hours.
  • Clinical Supervision available to those working towards licensure.
  • Reliable transportation and proof of valid California Driver's License and current auto insurance, along with a clean DMV record, is required
