Acara solutions is looking for Budget Analyst for our client located in Lexington, KY
- Familiarization in the DOD PPBS (Planning, Programming, Budgeting System).
- Ensures requirements are properly synthesized into multiple appropriations (procurement, research and development, military construction, military pay, and operation and maintenance) in appropriate amounts and phased over time for successful program execution.
- Analyzes the viability and costs of resourced programs versus requirements with no resources, in order to make trade-off recommendations for balancing USSOCOM program resources.
- Recommends changes in programs and funding to optimize the application of command resources.
- Assesses and responds to USSOCOM staff analysts resourcing evaluations to determine impact of budget actions and to ensure complete and accurate fiscal decision making during the PPBS cycle.
- Familiarization with the Program Objective Memorandum (POM).
- Analyzes and synthesizes Component Planning Guidance, USSOCOM Program Budget Guidance, and other program development guidance and reports to prepare and submit time critical documents and data.
- Uses judgment, exercises discretion in determining intent, interprets and revises existing policy and regulatory guidance.
- Updates and maintains the approved Program Objective Memorandum based on Program Decision Memorandums, Internal Re-Alignments, Name Changes, etc.
- Ensure Component has an accurate and up-to-date perspective of programmed resources.
Pay and Benefits:
- The Salary for this position is between $ 38.00 and $ 44.00 per hour(Max Pay rate).
Required Skills / Qualifications:
- Bachelors Degree
- Minimum of 6 years' experience in Budget Analyst
- Minimum of 2 years' experience in database to support existing and forecasted mission needs
- Minimum of 2 years' experience in Microsoft applications - Excel and PowerPoint
Preferred Skills / Qualifications:
- Master's Degree
- Minimum of 4 years' experience in Budget Analyst
- Able to Compile and format data to reports to support preparation of programming and budget management documentation including, but not limited to: Budget Estimate Submission (BES), Program Objective Memorandum (POM),Annual Investment Spend Plans, and Unfunded Requirements (UFR).
- Able to provide analysis and technical advice in support of the financial analysis requirements.
- Able to Analyze a wide range of budget and programming functions in the formulation, presentation, review and execution of the budget.
- Able to Compile, maintain, and analyze the financial management database for system requirements, and prepare and present data pertaining to budget status and execution for presentation to the Commander and his staff.
- Able to compile, format, and report planning, programming and budget execution data in written and oral form, including financial status reporting specifically to the comptroller as required.
- Incumbent is expected to make sound judgments and decisions with little or no guidance.
