Actalent is currently seeking a qualified Data Steward for a consultant position with Bonneville Power in Vancouver, WA.
This Data Steward position will provide support and assistance to the Transmission Commissioning & Testing Services (TET) organization at Bonneville Power Administration (BPA). This position will perform all tasks related to data conversion and the subsequent population of the relational database and assist others within TET (Commissioning and Testing) in matters regarding general data management or data quality. This position will serve as the TET point of contact for travel arrangements. The majority of this organization’s employees are in a nearly continuous travel status, adding a layer of complexity to the position. The position will also assist with producing safety videos for the group.
- Perform manual data entry into relational database from existing paper and electronic records, and coordinate with engineers and others to resolve discrepancies.
- Research missing data points and data quality issues which will involve using existing paper and electronic records in various locations to locate missing data or correct inconsistencies.
- Provide maintenance, tracking, and reporting for a variety of organizational databases; produce routine management and ad hoc reports as requested.
- Assist lead Business Data Steward and agency Subject Matter Experts (SMEs) in drafting and writing business data rules.
- Provide input and recommendations for potential process improvements.
- Assist the BPA manager and staff in the drafting of Standard Operating Procedures (SOPs), governance, and internal control procedures as changes and processes occur; assist and promote implementation of approved process changes.
- Draft data dictionary by analyzing data, maintaining spreadsheet(s), and drafting procedural documents as requested.
- Assist in compilation of reference data for relational databases by gathering data from existing engineering drawings and/or paper records.
- Provide data management support to team members as requested by BPA manager, which may include providing training, assisting with use of technology, disseminating procedural change information, etc.
- Track and validate invoices from the Architecture & Engineering (A&E) group of outside vendors with appropriate and enter data into Asset Suite by reconciling and verifying Invoices include hours worked, overtime hours worked, and travel expenses.
- Serve as a source of knowledge and point of contact for all data on TET’s SharePoint site. Make recommendations for improvements to site; monitor and respond to SharePoint suggestions; and create data dashboards on TET’s SharePoint site to support management initiatives.
- Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
- Conduct an annual review and inventory of official files and maintain the organizational file outline as requested.
- Provide a wide variety of confidential administrative/clerical routine support to managers and/or management staff; serve as liaison/point of contact between staff and other work groups, facilitate communication and appropriate actions; and assist with the day-to-day operations.
- Arrange and process travel (domestic, invitational, and foreign) for org in-house and field staff, such as making or assisting with airline arrangements, hotel accommodations, and rental car and shuttle reservations, including assisting with preparing, validating, and submitting pre-travel and post-travel documentation and reporting requirements.
- Process incoming and outgoing correspondence and prepare documents and packages for delivery to field locations as requested.
- Organize, coordinate, schedule and verify appointments, meetings, conferences, and training for BPA managers and other staff, which may include: managing multiple calendars; arranging meeting accommodations (onsite or offsite meeting/conference rooms) and amenities (phone bridge, video, audio and other equipment); gathering, compiling or drafting required materials, such as agendas, presentations, hand-outs, etc.; obtain access for guest speakers or other visitors; and, provide visitor escort as requested.
- Coordinate and assist managers and staff with validating federal and contract staff Time, Attendance and Leave reporting, per established procedures, as it relates to processing travel.
- Attend and participate as the group’s representative to the Administrative Team at mandatory team meetings.
- As requested, attend, and take meeting minutes / notes, transcribe / draft and distribute as appropriate.
- Assist BPA manager in a wide variety of personnel and other actions for BPA Federal employees (BFTE) and contract personnel (CFTE), such as assisting with preparing contract extension documentation; tracking, monitoring, and providing reminders of documentation and assignment deadlines; assisting with annual documentation requirements); setting and coordinating interviews and escorting interviewees.
- Provide overall administrative support to staff members by acting as the liaison with HR, IT, SLMO, Workflow Connection, Security, Safety, Motor Pool, Facilities, Space Management, and administrative services groups. Support may include processing, coordinating, requesting, and tracking office moves and adjustments; IT hardware, software, and equipment resource requests; on and off boarding activities and documentation; requesting, verifying, distributing, and retrieving access badges and permissions; and, arranging for staff equipment needs and changes (e.g., cell phones, government vehicles).
- May coordinate or assist with organizational and agency events such as: presentations, retirements, project or employee recognition celebrations, and CFC events.*
- Organizational Specific Responsibilities:
- Safety Video Assistant:
- As requested, set up and take down of video location; including camera, background, and furniture used for video. Locations may include traveling to field sites.
- May assist BPA manager/personnel with recording safety videos, including filming and video editing for manager review. Training will be provided.
- Video work may include overnight travel to field locations throughout the BPA service territory.
- 2 years of relevant work experience in administrative support functions.
- 2 years of experience in a technical environment involving data analysis or a similar field.
- 2 years of experience with Microsoft Excel and/or Microsoft Access sufficient to store, analyze and manipulate data.
- 2 years of experience analyzing and documenting large volumes of technical data.
- 2 years of experience storing, manipulating, and organizing large numbers of files and folders using Microsoft Windows networks or other document management programs.
Qualifications:
- High school diploma or GED is required.
- 2 years of direct work experience supporting data management and analysis is required.
- Experience should include work in a technical environment involving data analysis or a similar field.
- 2 years of relevant work experience in administrative support functions.
- 2 years of experience in a technical environment involving data analysis or a similar field.
- 2 years of experience with Microsoft Excel and/or Microsoft Access sufficient to store, analyze and manipulate data.
- 2 years of experience analyzing and documenting large volumes of technical data.
- 2 years of experience storing, manipulating, and organizing large numbers of files and folders using Microsoft Windows networks or other document management programs.
Preferred
- Experience supporting high volume travel arrangements.
- Working knowledge of SharePoint or similar system sufficient to edit and maintain site.
- Experience with using video/camera equipment.
- Experience with electric utility industry data.
- Familiar with reading data from test forms.
