Actalent is seeking an experienced Civil and/or Electrical construction QA/QC Inspector with direct experience in the solar utility field. Open to candidates with other applicable utility experience and a mindset to learn!
Description:
QAQC Inspector
The QAQC Inspector is responsible for quality program reviews, drawing review and markup, construction
installation monitoring, inspections, observations, auditing, documenting, and reporting, to ensure that the
construction contractor’s and equipment suppliers are delivering and installing a product in conformance with their
individual Contract(s), Quality Program(s) and Owner’s Quality Program along with Federal, State and Local
Codes.
Responsibilities will also include interfacing with multiple Contractors and Suppliers to identify and resolve in
coordination with Owner’s Management; scope gaps, schedule conflicts, coordination of work interfaces, changed
conditions, performance issues, and ensure that work is conducted in conformance with Owner’s safety culture and
programs, specifications, and work rules. This is a site-based role
1.2.4.1 Responsibilities
Civil Roads & Foundations
1. Verify that the BOP Contractor has surveyed and staked each Turbine foundation to the latest
revision of turbine coordinates.
1. Observe and verify erosion control measures and installed SWPPP BMP’s are properly
installed and maintained in accordance with the Agency approved storm-water management
plan and drawings.
2. Observe and verify that road construction conforms with IFC drawings and
specifications. During construction, the Contractor may chose not to install the
complete aggregate thickness or may not crown the roads as specified. The
requirement is to have a road section that meets our specifications at the end of
construction.
3. Verify that all contractor QA/QC testing is being completed in compliance with IFC
and developed plan specifications (i.e. methodology, frequency, reporting)
4. Monitor installation of fences, cattle guards and gates for compliance to land lease
requirements and installation detail drawings.
5. Complete walk-down reviews for acceptance of roads. Prepare punch list and final report.
6. Observe, verify compliance of; excavation, mud mat/seal slab, rebar, anchor bolt, conduit and
form placement and installation.
7. Review concrete mix design and batch plant assembly and programming to ensure mix meets
specifications. Observe and verify quality of test batches.
8. Monitor third party inspections of concrete placements.
9. Observe and review concrete test results to verify conformance to engineers’ design requirements
a n d recommendations.
10. Verify proper grounding and ground test results.
11. Observe and verify final grade & reseeding.
Electrical System: Underground
1. Observe and verify erosion control measures and installed SWPPP BMP’s for proper
installation and maintenance.
2. Observe and verify proper delivery, offloading and storage of Owner supplied materials and equipment is performed by Contractor.
3. Confirm Contractor supplied materials are in compliance with construction specifications.
4. Review Contractor cable management plan to ensure efficient management of cable reels.
5. Observe and verify buried collection cable installation for conformance to IFC drawings,
construction specifications and local landowner and permit requirements.
6. Observe and inspect cable terminations for conformance to manufacturer’s design and
installation requirements.
7. Observe and inspect Junction Box installation for compliance to IFC drawings, construction
specifications, and manufacturer’s requirements.
8. Coordinate any proposed deviations or changes with Contractor and Owner
9. Ensure that GPS coordinates are received from Contractor for all underground lines, splices, and
junction box locations
10. Observe and review cable testing activities and results before and after installation.
11. Complete acceptance walkdown with Contractor and Owner and prepare punch list and final
installation report.
12. During system testing, energization and commissioning, coordinate necessary LOTO, switching
and communications with Owner, The ompany,
Turbine Vendor and Contractor.
13. Observe and verify final restoration, grading, and reseeding in disturbed areas.
14. Coordinate road crossings and restoration of roadways with contractor and Owner
Observe and verify all cable borings for proper installation and documentation.
Electrical System: Overhead
1. Observe and verify erosion control measures and installed SWPPP BMP’s for proper
installation and maintenance.
2. Observe and verify proper delivery, offloading and storage of Owner supplied materials and
equipment is performed by Contractor.
3. Observe and monitor pole foundation construction including concrete piers or direct
embedment’s for compliance to IFC drawings and construction specifications.
4. Observe and monitor pole assembly and installation is in compliance with IFC drawings
and construction specifications.
5. Observe and monitor conductor & OPGW installation for compliance to IFC drawings,
construction specifications, and manufacturer’s installation requirements.
6. Observe and review cable testing activities and results.
7. Complete acceptance walkdown with Contractor and Owner and prepare punch list and final
installation report.
Electrical System: Substation
1. Observe and verify erosion control measures and installed SWPPP BMP’s for proper
installation and maintenance.
2. Observe and verify proper delivery, offloading and storage of Owner supplied materials and
equipment is performed by Contractor.
3. Observe and monitor civil works for compliance with IFC drawings and design.
4. Observe foundation installation for compliance to IFC drawings and construction specifications.
5. Verify equipment is properly installed, wired, and tested by Contractor.
6. Review Contractor’s commissioning and testing process to ensure all point to point wire testing
is completed, recorded, and all settings are properly installed.
7. Coordinate Contractor installation and testing work with The Company
installation and testing work.
8. Complete acceptance walkdown with Contractor and Owner and prepare punch list and final
installation report.
9. During system testing, energization and commissioning, coordinate necessary LOTO, switching
and communications with Owner, The Company, Turbine Vendor and Contractor.
DOCUMENT CONTROL
QAQC Inspector shall manage all Owner supplied engineering documentation
1. Manage updated drawing revisions as they are received onsite.
2. Log design drawings and specifications that have been revised.
3. Ensure that Contractors are working from updated revisions.
4. Verify Contractor is updating drawings and documents with field variations (Red-Lined).
5. Coordinate with Owner and Contractor on any issues with revisions to the design.
REPORTS AND DOCUMENTATION
All reports and documentation shall be completed in electronic format, Consultant to submit electronic
forms for Owner review and comment prior to use.
1. Log of work inspected, observed – Daily
2. Audits (including Safety) – As Conducted / Daily
3. Summary Report – Weekly & Monthly
4. Non-Conformance Reports (NCR) – As required
5. Non-Conformance Logs (NCL) – Weekly
6. Request for Information (RFI) – As required
7. Request for Information Log – Weekly
8. Project QC Binders / Books – Update Daily
9. Final project reports and punch lists – end of project construction
TOOLS / EQUIPMENT / MATERIALS
Consultant shall provide all necessary tools and equipment to complete its work under this agreement
including but not limited to; computers, cameras, hand tools, materials, transportation and personal
protective equipment (PPE). Owner will provide office space, power, internet connection and office
phone if available.
AUDITS & INSPECTIONS FREQUENCY
The following is a list of some expected inspection frequencies but is not intended to be all inclusive.
Other aspects of the project shall be inspected as needed to ensure proper quality and confirmation of
adherence to specifications.
1. Roads (Subgrade/Geo-Grid/Gravel Placement): Daily
2. Foundations (Excavation/Rebar/Concrete Placement): Daily
3. Collection Underground:
a. WTG to WTG – 1 minimum between each turbine.
b. Homeruns every 1,000ft.
c. Splices – All
4. Collection Overhead: Daily
5. Substation: Daily

Project site details: This role combined effort between QA/QC and supporting and managing materials and equipment receiving. Project is slated to go through through October. Project area size: 1300-1500 acers of land. 600k panels to be installed.
5 years of experience in electrical and/or civil site inspection providing QA/QC inspection services.
Civil QA/QC inspection experience preferably in the renewable energy industry specific to solar, wind, utility space.
• Bachelor's degree in a relevant field of study, (i.e. Construction Management, Engineering, Environmental Studies, etc.) or equivalent combination of experience and technical training.
• Minimum five years (ten for the senior position) in a renewables/ utility / power plant / heavy construction project environment, with an additional
• Knowledge of applicable regulations and standards
• Experience working in a high-performance company with multiple systems and organizations related to safety, quality, and environmental management.
• Strong written and oral communications skills.
• Ability to effectively collaborate with internal and external customers and contractors.
• Self-starter with excellent planning, project management and organizing skills.
• Strong computer skills with ability to utilize external databases, Microsoft Office and email.
• Willingness and ability to travel frequently.
• Ability to safely climb and access all areas of various wind turbines.
