Director of Proposals

Overview

The Director of Proposal Management must be knowledgeable regarding the proposal processes of the Federal Government.  Additionally, he/she must be extremely hands-on in the development of solution frameworks as well as proposal text and graphics concepts. Critical attributes include exceptional communication, teamwork, flexibility, organizational capacity, ability to motivate, and a do-whatever-it-takes attitude. Successful candidates should expect to work additional time on short notice. That candidate must handle competition-sensitive information appropriately. This individual will be responsible for ensuring that the solution is contained in the proposal documents and oral presentations in a creative, compelling, and compliant manner.

This individual will be expected to:

• Be well-versed in the Shipley Process full cycle marketing and sales lifecycle, including management of proposal development through color team reviews.
• Take end-to-end ownership and command of proposal development and related support processes, including down-select questions, written proposals, oral presentations, Evaluation Notices (ENs), Final Proposal Revisions (FPR), etc.
• In concert with the BU Leads: plan, coordinate the schedule for, select the membership of, and lead effective, results-driven storyboarding/story-lining, kickoff, and review meetings.
• Be proactive in the conceptualization and development of strategic win themes and discriminators.
• Lead and pro-actively participate in the development of oral presentation slide concepts and scripting.
• Leverage existing archived proposal information.
• Develop targeted questions and interview technical and programmatic staff to extract the critical information necessary to develop technical and managerial solutions.
• Remain current on all amendments and modifications to the solicitation.
• Participate pro-actively in advancing Acuity’s proposal knowledge management processes.
• Work closely with the Contracts Department to ensure that all proposals are fully compliant with all applicable regulations and company policies.
• Perform quality check of all proposal sections and volumes.
• Ensure Acuity’s internal content management system (KnowledgeView) is maintained, refreshed and optimized on an ongoing basis.
• Maintain knowledge of industry trends, competitors, and best practices in proposal and capture management.
• Be the responsible authority for accuracy and quality of proposal submissions.

Responsibilities

The Director of Proposal Management will be responsible for leading the proposal efforts across Acuity, Inc., ensuring that all proposals are completed on time and are of the highest quality.  This individual will manage an integrated team comprised of proposal support staff and consultants. In addition, he/she will:

• Work with the Technical Solutions Group (TSG), Business Unit Lead(s), and technical SMEs to develop and articulate technical, management, and phase-in solutions.
• Provide detailed guidance to proposal writers/contributors within Acuity, Inc., and its subcontractors.
• Communicate proposal-related requirements and status with senior management, as appropriate.
• Manage resources of the Proposal Team and define and manage the proposal response schedules.
• Coordinate with Account Executives in the respective BU’s throughout the capture process.
• Write, edit, and organize proposals; drive technical and business proposal process throughout the lifecycle to create compelling and compliant documents from pre-RFP to final award; tracks status of proposal generation & maintains schedules.
• Provide leadership for all aspects of proposal production (e. g. word processing, graphics, proofreading, reproduction, printing, collation, and binding), including hard and soft copies as required, ensuring timely delivery to customers.
• Work with graphics editors and desk top publishers.
• Maintain version control of revisions.
• Unify contributions from individual proposal writing team members into a final, cohesive document.

Qualifications

• Bachelor's degree, and ten (10) or more years of overall progressive experience, centered around proposal management/coordination experience within the IT, software development and engineering, data, and cyber management consulting, and/or relevant industry and topics (e.g., ITIL, PMBOK, SDLC, Scrum, Agile development, cloud, and DevSecOps), in fast-paced, deadline-driven, high-volume proposal environment. (Higher education can be substituted for years of experience).
• Must have the management skills required to direct and orchestrate large, multi-contractor proposal team efforts.
• Must have the management skills to direct and orchestrate multiple, concurrent proposal managers/efforts varying in size, scope and complexity.
• Proven ability to scale proposal schedule, resources and response templates in accordance with solicitation requirements and submit a compelling, compliant proposal response.
• Proven ability to quickly and efficiently assess a solicitation and formulate a response strategy.
• Proven business acumen and ability to conceptualize and edit compelling, sales-oriented proposal narrative and oral presentation slides, as required.
• Demonstrated experience with progressive acquisition lifecycle phases and types (technical challenges, videos, oral presentations).
• Strong organizational skills and meticulous attention to detail.
• Certified in Shipley proposal process and demonstrated experience facilitating effective color teams.
• Advanced knowledge of MS Office business applications required.
• Advanced knowledge of SharePoint.
• APMP certifications are a plus.

Preferred Qualifications:

• Master’s degree is a plus!
• Track record of winning funded performance-based, $100M and larger contracts preferred.

CLEARANCE REQUIREMENTS:

• US Citizenship is required with the ability to obtain and maintain a government security clearance.
