Coordinate all required Workforce Innovation and Opportunity Act (WIOA) and other federal grant program elements and activities to ensure that job seekers obtain program goals and objectives as outlined in their education and employment plans. Process eligibility documentation and provide ongoing case management and follow-up services. Candidate will understand the relationship between employer engagement, workforce development, and community partners to coordinate work-based learning efforts by linking all appropriate resources.• Maintain assigned caseload by leadership; Manage a caseload of job seekers according to federal, state, and local regulations to provide services to include but not limited to work readiness, leadership development, training services, academic support, and work-based learning activities to meet established performance indicators.
• Ensure confidentiality of all files and records, maintaining compliance with federal, state, and local laws, regulations, guidance, policies, and procedures.
• Conduct outreach to industries to assist in matching qualified job seekers to potential work, based learning opportunities; outreach and recruitment of job seekers.
• Develop and maintain contacts with businesses, community organizations and educational institutions for the purpose of outreach, recruitment, employer work-based learning needs and positive public relations.
• Enroll job seekers per WIOA regulations; collect and document eligibility and appropriateness prior to service delivery; ensure proper signatures as required on all forms; enter all necessary information into the statewide database system; add documentation to the participant case file.
• Administer assessments, develop individualized plans, and complete work-based learning activity contracts
• Meet with, contact, and provide services to job seekers according to program policy and guidelines, adhering to established time frames.
• Facilitate placement into training, work-based learning opportunities, and employment as identified on the education and employment plan.
• Deliver and document supportive services to overcome barriers to education and employment.
• Work with schools, employers, and training providers to ensure that job seekers are making progress and attending regularly.
• Refer job seekers to appropriate services for needs outside of the scope of WIOA.
• Work collaboratively and collegially with other staff, employers, and other funded partners to ensure program success.
• Provide excellent customer service in all phases of work with job seekers, schools, and employers, focusing on problem resolution.
• Attend community outreach events as required.
• Develop and deliver presentations to schools, community groups, and other organizations to increase awareness of available services and program requirements.
• Present information to potential job seekers regarding services and eligibility requirements of the WIOA program in both group and individual settings.
• Administer Trade Adjustment Assistance (TAA) program to ensure delivery of meaningful reemployment services to trade-affected workers.
• Communicate regularly with leadership regarding caseload performance, challenges, and all essential duties
• Perform other related duties and responsibilities as required.• Demonstrate effective interpersonal and communication skills with job seekers, co-workers, and other team members.
• Ability to interpret and apply federal and state regulations and guidelines.
• Ability to work well with all levels of staff in the organization and individuals with multiple barriers.
• Knowledge of community resources.
• Ability to act effectively as a liaison with schools and employers on behalf of WIOA job seekers.
• Ability to manage multiple projects and competing priorities.
• Must demonstrate initiative and be well-organized, motivated, detail-oriented, and accuracy driven.
• Must be able to handle assignments quickly and efficiently, meet deadlines, and handle confidential matters in a mature and responsible manner.
• Knowledge of standard industry recognized assessments for basic skills, work ready and occupational skills, interests, aptitudes, and values.
• Proficient in MS Word, PowerPoint, Excel, Outlook, and the Internet.
• Ability to analyze test data, interpret results, and make decisions.
• Ability to utilize a personal vehicle and apply safe driving principles. • Communicate clearly and concisely, both orally and in writing.
• Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.Experience:
o Two (2) years case management or related experience working with youth and/or adults within a federal program.
o Two (2) years experience working with database and document management systems.
Education and Training:
o A Bachelor's Degree from an accredited college or university in Career Counseling, Educational/Guidance Counseling, Human Services, or a related field.
o Year-for-year paid work experience in federal programs may be considered.
License and Certificate:
o Possession of, or the ability to obtain, a valid Colorado driver's license.

o Must pass a criminal background check.
