Overview / Job Responsibilities:
At ACT 1, our people make the difference. As a Senior Acquisition Specialist, within the Research Directorate of the National Geospatial-Intelligence Agency, you will be trusted to work on acquisition strategy and pre-contract award support. Interfacing with several other NGA offices and directorates, you will formulate programmatic and acquisition solutions to define executable paths to NGA Research achieving their cutting-edge research priorities and advance the future of GEOINT.
In this role, a typical day will include:
- Assisting in coordinating and administratively managing R&D acquisition activities to include activities associated with various R&D solicitations and vehicles included, but not limited to BAAs, SBIR programs, STTR programs, contracts with UARCs/ FFRDCs, Other Transactions (OTs), and administration of Grants and Cooperative Agreements with
- Preparing associated documentation to include:
- Special Notices
- Request for Information
- Requests for Proposals
- Support Source Selection and the Scientific Review processes by ensuring all documents are available to appropriate personnel, including preparation, drafting, and coordination of documents related to the
- Performing affordability analysis, compare actual costs to estimated costs, and make recommendations for budgetary
- Assisting in preparing all required briefing materials for the Scientific Review Official briefings to give a clear and accurate representation of proposals selected for funding, along with an outline of projected program budget allocation per
- Assisting the Technical Offices and Pods with developing requirements and documentation
- Coordinating activities with NGA or other agency contracting organizations, monitoring contracting actions and status
- Assisting Contracting Officer’s Representatives (CORs), and/or Technical Monitors (TMs) with program planning and acquisition
- Acting as a liaison with the Office of Contract Services (OCS), Office of General Counsel (OGC), and FM Policy as needed/requested by the
- Assisting with the production of documentation to support new acquisitions and follow- on Such information and documentation include but is not limited to:
- Program Decision Memoranda
- Program Approval Documentation (PADs) specific to Research activities
- Program Documentation Entry (into Research program tools)
- Market Research
- Acquisition Plans
- Cost Estimates
- Statements of Work (SOW)
- Statements of Objectives (SOO)
- Performance Work Statements (PWS)
- Source Selection Plans and Scientific Review Memoranda
Minimum Qualifications:
WHAT YOU’LL NEED:
- A Bachelor’s Degree in Business, Management, Systems Management, Public Administration is required.
- At least 15 years of relevant work experience is required.
- Must have knowledge and experience of DoD acquisition, including the Planning, Programming, and Budget Execution (PPBE) and Program Objective Memorandum (POM) processes.
- Understanding and experience in pre-Award activities including the development of Acquisition documentation (Special Notices, RFIs, RFPs, BAA solicitations, market research, IGCEs, SOWs, SOOs, PWSs) is required.
- Experience in source selection/scientific review evaluation process for R&D.
- Acquisition experience in the US Government as a Government civilian or military highly desired.
- Familiarity with NGA’s acquisition systems and policy, including Orbit, PRISM, and Research Acquisition System (RAS) or similar financial systems is preferred.
- An active TS/SCI clearance is required.
