Overview / Job Responsibilities::At the ATLA Representative Office, located in the Crystal City, VA the United States, is the government liaison office of Acquisition, Technology and Logistics Agency (ATLA) HQ, Japanese Ministry of Defense. The Office serves as the point of coordination between the HQ and U.S. Government agencies covering the agenda of defense industry and technology, defense capability program management and Foreign Military Sales (FMS) procurement administration. As a Government office, the Office’s mission is to serve the nation of Japanese citizens in accordance with the established ATLA policies, and with the full appreciation of the values of defense budget provided by the taxpayers of Japan.
In this role, a typical day will include:
- Providing support for reconciling FMS billing statements with shipping documents such as Format DD1149 made available by the U.S. Government agencies during Japan’s FMS procurement transactions. The majority of such reconciliation work arises in Navy FMS cases. The candidate shall have controlled exposure to those documents while on duty.
- Presenting effective interface with U.S. Government agencies, ATLA Representative Office staff members, Embassy of Japan in the U.S., ATLA HQ and other relevant Japan in-country counterparts.
- Assisting with coordination and communication between Japanese and U.S. counterparts, working to solve ATLA’s inquiries,
researching relevant U.S. regulations, providing translation support, generating slides and other material, and reporting to ATLA Representative Office for work status on a monthly basis.
- Adhering to ATLA’s information security policies will be required.
- Experience with computer applications is required (e.g., email, Excel spreadsheets, PowerPoint slides, word processing, and Microsoft Office).
- The ability to be accurate in understanding FMS transactional documents, such as Letter of Offer and Acceptance (LOA), shipping document and FMS billing statements, and to employ the Japanese and English languages at the native-level proficiency will be required.
- Complying with ATLA policies, procedures, and standards of ethics and integrity. Performs additional duties as assigned by ATLA.
Minimum Qualifications::WHAT YOU’LL NEED:

8 years or more work experience in the United States Forces in Japan, with substantial work experiences in Navy, performing procurement and logistics administration duties in the fields of deliveries and shipping administration (e.g., dealing with Format DD1149), in a Japan-U.S. bilateral environment

- 1 year or more work experience in a Japanese Government agency office, performing basic clerical related responsibilities (e.g., filing, data entry) using computer applications (e.g., email, spreadsheet, word processing) as well as coordination with Government officials in a Japanese-speaking environment
- Experience with a company that has a record of providing FMS billing-shipping document reconciliation support to Japan, AND
- Native-level proficiency in employing both of the Japanese and English languages (speaking and writing) at work while dealing with FMS subject matters including document reconciliation, AND
- Abundant cultural awareness and understanding on the work ethics of the Japanese society, with experiences in working in Japanese companies.
