What are the responsibilities and job description for the Close Effects Capability Developer position at Advanced Technology Leaders Inc?

ATL is seeking a Close Effects Capability Developer to support execution of the MCoE CDID RDD Support Contact.

Responsibilities:

  • Supports the Project Officer responsible for the capability solutions associated with current, developmental and future pistol, carbine, sub-compact weapon, signature suppressor and associated enablers and accessories.
  • Supports the development, writing, staffing, and adjudication of JCIDS documentation to include Capabilities Based Assessment (CBAs), Initial Capabilities Document (ICDs), Cost Benefit Analysis (C-BAs), Analysis of Alternatives (AoA), DOTMLPF Change Recommendations (DCRs), Capability Development Document (CDDs), and Capabilities Production Document (CPDs).
  • Supports the requirement process to the Army Requirements Oversight Council (AROC) and Joint Requirements Oversight Council (JROC) briefings and information requests for Infantry Brigade Combat Team (IBCT) Stryker Brigade Combat Team (SBCT), Armor Brigade Combat Team (ABCT), programs and future technologies applicable to the BCT formations
  • Assists with other capability development, doctrine, training and architecture development tasks including: the preparation of draft tactics, techniques, and procedures (TTP); threat assessments, development and execution of training plans, and Basis of Issue Plans (BOIP).
  • Prepares MCoE Industry Day presentation slides to share Soldier requirements with industry and provide an opportunity for industry to present potential solutions to Soldier requirements.
  • Participates in the MCoE Maneuver Conference to acquire first-hand information from the field. The contractor also will assist SD in preparing updates, briefings, memorandums, information papers and other administrative requirements.


Required Knowledge / Skills:

  • Must have the requisite analytical ability to review and provide productive input to tactical concepts, acquisition lifecycle, and JCIDs documentation.
  • Possess the ability to effectively communicate ideas in writing and orally articulate thoughts to support the development of DOTMLPF products.
  • Possess and be capable of demonstrating a working knowledge of the military historic, current and future warfighter systems.
  • Possess or be capable of demonstrating effective Army writing (active voice, clear, concise, well organized, generally free of grammatical errors, and understandable in a single rapid reading), reference Army Regulation 25-50.
  • Possess a working knowledge of lethality, mobility, tactical operations, and survivability in all weather and terrain environments.
  • Possess demonstrated skill operating a computer to input, retrieve, develop, and manipulate a variety of data and possess working knowledge of Microsoft Windows and Office tools to perform said tasks.
  • Possess experience and/or knowledge of current threat environments, current capabilities, and has the ability to apply analysis to communicate and address capability gaps.
  • BA/BS degree from an accredited institution desired.
  • Minimum of three (3) years CAPDEV project experience OR Defense Acquisition University (DAU) Level 1 certified with two years CAPDEV experience.
  • Minimum of six years active duty military experience required. No less than Squad Leader / Team Leader experience in Special Forces (18 series), Infantry (11 series) or Military Police (31 series) occupational specialties or served as civilian (local or state) or Federal Peace Officers Standards of Training (POST) certified law enforcement officer with proof of credentials.


Additional Eligibility Qualifications:

  • Possess advanced writing skills (e.g. tailoring content and delivery for different audiences using Bloom's Taxonomy)
  • Possess skills/knowledge of performing office automation work that includes word processing, electronic mail, spreadsheets, presentations, and other personal computer applications; typing a variety of materials from rough draft into final form including narrative and tabular material, e.g., correspondence, reports, and forms; maintaining records, historical records, survey results, reference library of training catalogs, regulations and other miscellaneous publications; establishing and maintaining office functional files and reference files; knowledge management applications e.g., SharePoint and Blackboard.

Work Authorization/Security Clearance:

  • Current US Government issued Secret clearance with potential to obtain a Top Secret Clearance.

Work Environment:
This job operates in a professional classroom and office environment on Fort Rucker, AL, using standard office equipment. Normal business hours are 0800 to 1700 Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Shift work may be required.

Anticipated shift schedule is as follows:

  • Day Shift: 0800-1700
  • Swing Shift: 1530-0030
  • Midnight Shift: 2300-0800

In the event students require retraining, the anticipated hours are:

  • Alternate Day Shift: 0630-1030 and 1500-1900
  • Alternate Swing Shift: 1300-1700 and 1900-2300
  • Alternate Midnight Shift: 2100-0100 and 0300-0700
  • Weekend Shift: 0830-1330 on Saturdays, with five hours shifted from weekday work


Physical Demands:

  • Stand, bend, and stoop for long periods of time while delivering training.
  • Be able to maneuver in and out of strategic and tactical equipment, and capable of lifting and moving electronic equipment in excess of 40lbs in and out of classrooms and labs.

No travel is expected for this position.
