We are seeking an experienced Incident Response Vehicle (IRV) Manager in Miami, Florida at the SunGuide Transportation Management Center (TMC). This position is responsible for coordination for a staff of seven IRV Operators and a fleet of 10 trucks. This position will require field work on an as needed basis to fill in when a scheduled IRV Operator is not available. IRV Operators are responsible for monitoring and providing on scene incident management, agency coordination, and traffic management for events occurring on the Miami-Dade County freeway system and express lanes. IRV Operators monitor designated roadways to detect, confirm, and respond to scheduled and unscheduled traffic events, congestion, etc.

IRV Operators act as an incident commander for the Florida Department of Transportation (FDOT) and provide real time incident updates to the TMC Staff. Additional duties will include, but not be limited to: public involvement and outreach, Road Ranger management, Road Ranger vehicle inspection, and conducting post incident analysis (PIA) for significant events.

The IRV Manager is responsible for the following.

  • Schedule IRV team personnel

  • Procure supplies for the IRV program

  • Arrange for equipment and vehicle repair and/or maintenance

  • Periodically conduct regular inspection of IRV trucks, equipment and operators

  • Conduct training for all IRV team and incident management team personnel as needed

  • Provide corrective action to IRV team performance deficiencies

Qualifications

Minimum Requirements:

  • BA/BS 4 years of relevant or AA/AS 6 years of experience or High School Diploma and or equivalent certificate (GED) 8 years of experience or demonstrated equivalency of experience and/or education

  • Must possess a valid Driver's License and have a good driving record

  • Must pass a State and Federal criminal history/security background check.

  • State Law Enforcement Radio System (SLERS) background check is required

  • Must pass a pre-employment drug screen

  • Must participate in and successfully complete a post-offer, pre-employment fitness for duty questionnaire

  • Must possess a Cardiopulmonary resuscitation (CPR) certification or the ability to obtain shortly after hire. if not already obtained will obtain after hire

  • Employees must also participate in monthly MVR monitoring program and maintain a satisfactory driving record as a condition of employment. Must pass a pre-employment drug screen and successfully participate in the program's mandatory random drug screening process

  • Ability to work alternate work schedules and on-call duties at a 24-hour operation center

  • Physically able, with or without an accommodation, to work in outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, moisture, dust, dryness, noise, and automotive-related chemicals (e.g., fuels, coolants, lubricants, etc.); position requires frequent operation of vehicles, lifting of less than 25 pounds, and work around heavy, moving, dangerous equipment; often standing/walking, repetitive bending & stooping, lifting of 25-75 pounds, working with arms above shoulder level, and power gripping/squeezing (hand tools, levers, etc.); occasional work at heights, and work on electrical circuits; rare lifting of greater than 75 pounds, and stair climbing. Position will include wearing associated personal protective

  • The position will include wearing associated personal protective equipment, including safety shoes/boots, hard hat, high visibility vest, and operator uniform

Preferred Qualifications:

  • Preferred to have one or more years of law enforcement, EMS and/or fire rescue experience

  • Good data entry skills

  • Ability to work in a team environment

  • Ability to multi-task

  • Ability to communicate clearly

  • Skilled in the use of computer applications, preferred Internet Explorer, Word, and Excel

  • Skilled in report writing

  • Knowledge of two-way communication systems

  • Knowledge of the freeway system within Miami-Dade County

  • Certificate of Emergency Vehicle Operation Course (EVOC) or ability to obtain after hire

  • If hired, the operator must complete all training within six months from the hire date

  • Knowledge of Freeway Incident Management

  • Knowledge of Basic Maintenance of Traffic (MOT)

  • Trained in Basic HAZMAT

  • Trained as a First Responder

  • Trained in Maintenance of Traffic (MOT)

  • Trained in Incident Command System (ICS) or National Incident Management System (NIMS)

  • Knowledge of Closed-Circuit Television (CCTV) cameras

  • Knowledge of Dynamic Message Signs (DMS) and/or Highway Advisory Radio (HAR)

  • Trained in Incident Clearance Procedures
