Job Description

AECOM is actively seeking a self-motivated Transportation NEPA Specialist to join our Grand Rapids, MI transportation planning team, providing technical expertise and managing environmental tasks for public and private transportation and infrastructure clients throughout our US West Region. The ideal candidate should have an established and successful history of executing and managing the environmental review process for small and large-scale projects.

This position functions as a NEPA specialist and subject matter expert for projects being developed and delivered by AECOM.

AECOM performs engineering services to develop and deliver various projects for MDOT and other local agency clients, including some of the most complex transportation projects within the State. MDOT and other clients rely on consultants to assist with obtaining environmental clearance and supporting NEPA activities. This position will support this need. This position will work closely with MDOT environmental staff and other resource agency staff to assist with environmental aspects of our projects. The person in this position operates independently with limited guidance and is expected to have working knowledge of the NEPA process and procedures to obtain the necessary clearance on both State and Federally funded projects.

General Summary of Duty 1 % of Time 60

Function as a NEPA specialist and subject matter expert for projects being developed and delivered by AECOM.

Individual tasks related to the duty.

  • Develop and maintain environmental records to be included in the project file for AECOM’s projects.

  • Lead major action NEPA documents (Environmental Assessments and Environmental Impact Statements) for MDOT and Local Agency clients.

  • Coordinate categorical exclusion NEPA studies with MDOT, other Owner’s, and regulatory and resource agencies.

  • Lead efforts to document NEPA studies for local agency clients on the MDOT Local Agency Environmental Clearance Form (5323).

  • Serve as the main author of Book 2, Section 4 for all design-build projects, including coordination efforts with MDOT environmental and innovative contracting staff to verify all project requirements are incorporated.

  • Perform QA/QC on environmental documents produced by other AECOM staff.

  • Conduct site reviews and review projects to determine potential environmental constraints early in the project’s life cycle.

  • Conduct plan reviews to verify all environmental avoidance and mitigation measures have been incorporated into the developed plans.

  • Investigate online resources to determine potential project impacts.

  • Perform Project Area Contamination Surveys (PACS) including coordination efforts with MDOT and subconsultants, as needed, for testing needs and the development of reports/memos.

  • Identify projects that are within watersheds subject to Total Maximum Daily Loads (TMDL). Work with clients to determine potential mitigation efforts.

  • Assist with coordination efforts associated with identifying endangered flora/fauna and coordinate with the necessary resource agencies.

  • Assist AECOM’s Innovative Contracting staff with design-builder submittal reviews as it relates to environmental compliance.

  • Assist as needed with developing exhibits using ArcGIS.

  • Serve as the Environmental Compliance Manager (ECM) to maintain environmental compliance and comply with commitments included within the contract documents when AECOM is serving as part of a design-build team.

  • Develop environmental management plans, trainings, and lead environmental meetings required as part of design-build contracts.

Serve as the subject matter expert for human environmental tasks.

  • Perform community and land use assessments in support of NEPA studies.

  • Coordinate with AECOM’s noise specialists to develop noise reports/abatement.

  • Coordinate with other AECOM subject matter experts to perform traffic impact analysis as part of NEPA studies.

  • Identify potential project Section 4(f) impacts and work to resolve the impact and/or coordinate as needed with Owner’s and the Official with Jurisdiction to mitigate impacts.

  • Develop Area of Potential Effect (APE) graphics and lead AECOM’s cultural resource staff to complete the Section 106 process on Local Agency Projects and MDOT Bridge Bundling. On MDOT projects, assist in developing documents to delineate the APE and coordinate with design staff to verify any identified constraints are incorporated in the plans.

  • Support clients with public involvement efforts including mailings, videos, and public meetings.

  • Support MDOT with necessary tribal coordination and consultation.

Develop business opportunities with current and prospective clients.

  • Identify opportunities for business growth in Michigan transportation sectors.

  • Perform outreach with current and prospective clients to educate them on AECOM’s services.

Qualifications

Minimum Requirements :

  • BA/BS in Environmental Sciences, Planning, Geography, or related fields plus minimum of ten (10) years combined experience in project management and NEPA compliance or demonstrated equivalency of experience and/or education.

Preferred Qualifications :

  • Demonstrated technical writing and communication skills.

  • Knowledge and experience with environmental review and compliance requirements in Michigan

  • Technical background and expertise in a NEPA discipline, such as cultural resources, noise, air quality, biology, Clean Water Act permitting.

  • Experience with State and local transportation agencies, and their environmental policies and practices are preferred.

Additional Information

Exempt Position: Offered rate of compensation in Michigan will be based on individual education, qualifications, experience, and work location. The salary range for this position is $107,000.00 - $140,000.00 annually.
