JOB DESCRIPTION:
Currently seeking a candidate familiar with the HQDA the Planning, Programming, Budgeting, and Execution functions in the Department of Defense (DoD); Army PPBE governing organizations such as Program Executive Groups (PEGs), OSD level resource forums (DMAG, RMG) and the training and professional development of Army Soldiers and Resource Management civilians who participate in the PPBE or financial management activities. An understanding of the Army and OSD, and economic systems, such as cPROBE and ADVANA, would be desirable. The scope of work requires to interface with the entire Army Staff, Army Senior Leaders (3-Star and above or equivalent Senior Executives), higher headquarters (the staff of the Office of the Secretary of Defense and The Joint Staff), other DoD components, other executive branch agencies, and the legislative branch of government. Candidate must have exceptional communication skills (oral and written), must be able to work independently, assess the resource implications / articulate the Army’s position or equities / provide strategic recommendations to Army Senior Leaders aligned with the National Defense Strategy or Army Planning Guidance.
Essential Job Responsibilities
• Performing coordination and logistics support for several recurring Senior Executive-level briefs
• Review Executive Leader Briefs for context and consistency
• Provide ADVANA functionality support and walkthroughs for Army Stakeholders as they prepare responses for Executive Senior Level updates
• Support the planning, organizing, and conducting of the Army PPBE Training Course, a two-day session conducted up to six times yearly.
• Ensuring that course materials are reproduced as needed for classroom instruction; ensuring that course completion records are maintained and course completion certificates are prepared for attendees; and ensuring that current course materials are maintained on the government-designated website.
• Research multiple financial systems to ensure consistency and accuracy pertinent to Army Lines of Accounting descriptions.
• Develop proposed appropriation language to support new or revised program and budgetary requirements.
CLEARANCE REQUIREMENTS: Secret **Top Secret preferred.
EDUCATION REQUIREMENTS:
Advanced degree in management, accounting, economics, finance, or communications with a minimum of 9 years of relevant work
Waiverable/Substitutable:
Bachelor’s degree with 11 years of experience, or 15 years of experience with no degree, and 2 or more years of experience on large, technically complex projects in areas of functional expertise.
EXPERIENCE REQUIREMENTS:
• Knowledgeable with How the Army Runs (HTAR).
• Knowledgeable of the interrelationship of Command Program Guidance Memorandum (CPGM), Army Planning Guidance, Army Programming Guidance Memorandum, or DoD financial management policies and procedures.
• Knowledgeable in Army business processes.
• Detail oriented with an ability to work independently.
• Knowledge of the Army's Planning, Programming, Budget, and Execution (PPBE) cycle.
• Knowledge of the Army Program Evaluation Groups (PEGs) governance.
• Understanding of the Army’s PPBE process focusing on programming and budget
• Ability to run complex programs for senior leadership
• Fluent with Microsoft Office, including Teams, SharePoint, and PowerPoint
• Comfortable with training in a platform environment
ADDITIONAL REQUIREMENTS:
• Knowledgeable of c-PROBE, GFEBS, VANTAGE, ADVANA, or related Army Financial systems.
• Knowledge of SharePoint, Excel, PowerPoint, Word, and basic familiarity with Tableau.
