JOB DESCRIPTION:
The Air Force Acquisition requires a project manager with Defense acquisition business analysis experience and functional knowledge of Defense and Air Force acquisition policy and practice to lead the technical development of a tool that informs acquisition managers on policy requirements of acquisition programs. The project manager will oversee teams that develop and maintain these policy tools, conduct acquisition Continuous Process Improvement (CPI), and provide consulting support to align and integrate improvements across all business areas of Air Force Acquisition by employing CPI methodologies and exploiting emerging technology.
Position Responsibilities:
The Air Force requires a project manager with software development experience and knowledge of Defense and Air Force acquisition policy and practices. The successful candidate will support the development of plans, processes, procedures, and information systems that foster collaboration and effective information sharing between Air Force acquisition organizations and other stakeholders in the acquisition process. The project manager shall support the SAF/AQ goals of empowering the acquisition workforce with tools and training and increasing acquisition speed while maintaining disciplined assessment and reporting. The Analyst may be required to use “Agile” and “Lean” techniques espoused by the Practical Problem-Solving Method (PPSM), “business process reengineering,” and “theory of constraints” techniques to institutionalize continuous process improvement and describe a new way of thinking about Air Force Acquisition.
- Lead the planning and management of front-end, user-facing features for the Acquisition Process Model (APM) that provides a visual integrated acquisition process map based on documented processes for acquisition as described and defined in current laws, policies, and/or guidance.
- Analyze User needs and develop software solutions
- Document and communicate proposed software solutions with integrated, cross-functional engineering teams in a fast-paced highly technical environment.
- Design, develop, and maintain mission-critical software to support the acquisition workforce
- Participate in software design and code reviews to ensure delivery of quality products and enhance skillsets.
- Leverage agile principles and practices in executing testing and implementation of software solutions
- Stay up to date on state-of-the-art programming techniques and software technologies.
- Manage website information including design, development, and deployment and maintain continuous improvements, testing, and QA
- Maintain in-depth knowledge (both technical and historical) of Air Force and DoD Acquisition policy as well as the ability to translate that into the virtual process flow via the APM.
- Oversee the team that updates and maintains the APM and:
- Documents the Adaptive Acquisition Framework and agile principles in the APM
- Analyzes new policy and incorporates it into the APM as needed.
- Analyzes and reviews new DoD acquisition-related publications, implementing AF policy, and strategy documents for deficiencies, inaccuracies, and content.
- Supports working groups to discuss planned changes in the acquisition process as well as changes or improvements to the tool itself
- Supports training virtually and in-person up to six times per year or as needed
- Oversee planning and support for short-duration, successive Rapid Improvement Events (RIEs) that support process improvements and benefit the acquisition enterprise.
- Assist with Value Engineering tasks to include reviewing annual Value Engineering awards citations and providing recommendations to SAF/AQXP on their merit.
Required Skills and Experience:
The successful candidate will have the below qualifications.
- Experience with project management, delivery process/methodology, and project management tools.
- Sound understanding of incremental delivery and the value of metrics.
- Experience with data modeling and other MBSE tools/techniques.
- Experience with MIL-STD 882E and/or DO-178C.
- Experience in DoD Lifecycle and understanding of intent
- Ability to translate highly technical discussions into executable plans.
- Ability to convey technical ideas in a clear, logical fashion.
- Ability to work on multiple projects and tasks simultaneously.
- Excellent written and verbal communication skills.
- Experience using Business Process Modeling (BPM) tools
- Experience in system integration and field-testing activities is a plus.
- Expertise in change management, requirements analysis, system functional design/development, testing, and implementation.
- Experience analyzing and applying acquisition policy in program strategy. Experience applying new legislation and policy to determine the impact on existing plans and recommend alternate strategies.
- Experience with Middle Tier of Acquisition (MTA), other Adaptive Acquisition Framework (AAF) pathways, and experience in Headquarters Air Force is desirable.
- Action Officer experience is a plus.
- Proficient in Microsoft Outlook, Project, Word, Excel, and PowerPoint.
CLEARANCE REQUIREMENTS: Secret Required
EDUCATION REQUIREMENTS:
Mandatory: Bachelor of Science degree in Mathematics, Sciences, or Business.
Waivable/Substitutable: Master’s degree may be considered as the equivalent of up to 3 years of experience
CERTIFICATION REQUIREMENTS:
Waivable/Substitutable:
- Relevant certifications and training, such as “Lean” and/or “Agile.” The ability to do the job is more important.
- PMP-ACP or equivalent
- The ability to obtain needed certifications in one year is highly desirable.
- DoD Acquisition training equivalent to DAWIA Level II or other DAWIA certifications is desirable.
EXPERIENCE REQUIREMENTS:
10 years of relevant experience in program management, development, and acquisition management.
