Position Overview:
The Fiscal Monitor work involves examining, investigating, and reviewing records, reports, financial statements, and management practices to ensure legal compliance with state statutes and internal regulations; and conducting reviews for program economy, efficiency, and effectiveness. Assists in preparing for and responding to all financial audits of ALTCEW. Under supervision of Accounting and Contracts Director. Works closely and in conjunction with the Accounting Manager.
Essential Functions and Responsibilities include the following. Other duties may be assigned.
- Create plans for sub-contractor fiscal monitoring, setting the scope, objectives, and path forward.
- Complete pre-reviews of contracts to determine methods that will be used in field examination of records, including the preliminary preparation of monitoring work papers, schedules, and summaries to be used in the review.
- Conduct fiscal monitoring to determine compliance with applicable laws, regulations, and standards utilizing Generally Accepted Auditing Standards and Generally Accepted Government Accounting Standards.
- Evaluate and verify financial records, internal control methods used in the contractor’s accounting system, and accounting procedures supporting financial records using sampling techniques.
- Review a variety of financial documents for completeness, accuracy, and conformance with federal Government Accounting Standards Board and with Washington State Budgeting, Accounting and Reporting System.
- Conduct entrance and exit conferences, communicating recommendations to management.
- Identify areas of non-compliance and recommend remedial action
- Develop and oversee internal fiscal procedures and controls to ensure compliance with applicable requirements.
- Interpret and comply with the application of generally accepted accounting principles, generally accepted auditing standards, county, state, federal, and department guidelines and regulations.
- Assist with preparation of annual SAO audit, and when applicable ALTSA monitoring. This will include preparing requested documents and reviewing for accuracy and completeness.
- Meet travel requirements of the position.
- Perform other job functions as assigned.
Physical Demands
Have speech, visual, and hearing skills sufficient to interact with staff and the public. Some local and regional travel is required for this position. Must have the ability to travel using personal vehicle. Ability to key information on a computer and use telephone for long stretches of the day. There are periods of writing, sitting, bending, stretching, and lifting. Must have the ability to lift 15 pounds on a regular basis (computer case with laptop and files on visits).
Skills, Knowledge, and Abilities
- Knowledge of principles and practices of governmental accounting, auditing, and financial reporting standards. Ability to keep apprised of current and emerging federal and state laws, policies, regulations, methods, and procedures about governmental accounting and auditing principles, theories, and concepts.
- Must be highly proficient with Microsoft Office software.
- MIP Accounting software and State of Washington BARS reporting experience is preferred.
- Strong skills in building alliances and able to collaborate with internal and external customers. Inspire action without relying solely on authority. Adept at handling complex situations.
- Ability to generate new, innovative, and visionary approaches to problem solving that are effective and responsive. Bring a perspective on emerging and leading trends and best practices.

Minimum Qualifications
Bachelor’s degree in accounting. At least three years of audit or fiscal monitoring experience required. This position also requires a criminal background check that qualifies the individual to work with vulnerable adults (WAC 388-133). Must have and maintain a valid driver’s license.
Beginning Salary: $53,523 - 60,557 DOE
