The Fair Trade Practices Program (FTPP) Packers and Stockyards Division (PSD) administers the Packers and Stockyards Act of 1921, as amended and supplemented. The Packers and Stockyards Act is a competition, trade practice and financial protection law. Its principal purpose is to maintain effective competition and fair trade practices in livestock, meat and poultry marketing.
Qualifications:
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Assist agents and supervisors in the development of legal theories regarding alleged violations of federal law, some of which are complex and involve antitrust issues.
- Review formal investigative findings and determine if they are legal sufficient to forward for administrative prosecution.
- Ability to effectively conduct legal research and analysis of legal questions concerning the interpretation and implementation of federal statutes and regulations.
- Ability to communicate the results of legal research, orally and in writing.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Develop an understanding of new and existing industry trade practices, policies, and procedures in the livestock and poultry industries that impact federal laws and regulations related to the Packers & Stockyards Act.
- Prepare draft legal documents, including complaints, proposed consent decisions, and reparation decisions by applying the law to proven factual scenarios in the livestock industry.
- Conduct investigations of unfair, deceptive, anti-competitive practices in the livestock and poultry industries.
- Participate as a member of policy development teams and develop an understanding of the federal rule making process.
