This is a civilian position that works for a 501(c)3 non-profit that supports the Air Force Academy. This position does not require military service or graduation from the United States Air Force Academy.

Position Purpose
The Association & Foundation, in support of the U.S. Air Force Academy, seeks a dynamic and creative professional to serve as a Project Manager (“Manager”) reporting to the Chief Financial Officer (“CFO”). The Manager will manage and coordinate all facets of privately funded construction to include the programming, planning, design, pre-construction, bid and award, and construction of all assigned projects. Additionally, this includes the development of the appropriate Request for Proposals/Qualifications for any studies, designs and construction efforts. This will also include reviews of pre-construction documents and submitting comments to the design team as well as the close-out phase.
Candidates will coordinate with all HQ USAFA (A4, A8D) during pre-construction and construction to comply with all off-site work; coordination with various Association & Foundation and Project staff. He/she/they will manage both the project budget and schedules to meet the Association & Foundation’s qualitative standards; ensure that the budget accurately reflects the project status/progress. In addition, the candidate will oversee daily activities of the contractor, review contractors’ construction schedules and submittals, and coordinate responses to the contractors’ inquiries thru the Requests for Clarifications (RFC)/Requests for Information (RFI) and other related documents.
Position Responsibilities
- Understand, uphold, and promote the ethical standards and core values of the Academy and Association & Foundation
- Learn and understand how the Association & Foundation interacts with the Academy and other Academy-related nonprofit organizations that support various areas of the Academy
- Cultivate relationships with, and collaborate with, members of the USAFA and 10th Air Base Wing staffs
- Work with the USAFA Director of Installations and the 10th Civil Engineering Squadron, or other assigned, from the start of each project to ensure scope and vision are thoroughly understood, meeting USAFA requirements and Foundation/Donor expectations
- Work with the Association & Foundation’s Project Specialist to accomplish all tasks associated with project management and oversight
- Work with USAFA, Air Force and outside agencies on matters related to projects but outside typical design and construction activities
- Develop and negotiate contracts for professional services or construction activities as needed; ensure review by Association & Foundation Legal Counsel on complicated matters
- Monitor overall administration of the Contractor’s contract on behalf of the Association & Foundation
- Provide onsite Association & Foundation representation
- Monitor contractor field work and major construction events
- Review and monitor contractor schedules for overall performance
- Review pay applications for accuracy and provide recommendations for payment once approved
- Review change orders for reasonableness and processing
- Provide daily observation and monitoring of construction activities
- Maintain a daily project log recording general descriptions of work performed, progress photographs, weather and schedule related items
- Evaluate in-place construction for progress payments
- Evaluate field problems and facilitate resolution
- Prepare responses to contractor correspondence for the Association & Foundation
- Maintain, on-site, a current copy of the Construction Documents
- Schedule, conduct and provide project updates to include meeting agendas/minutes for meetings as required
- Monitor and ensure coordination of the independent materials testing agency
- Ensure commissioning agent coordination with construction activities
- Assist the architect in determining substantial completion of the work
- Monitor and facilitate project closeout activities and turnover
- Administer provisions of Professional Service Agreements between Architects and the Association & Foundation
- Coordinate Owner delivery of related fixtures, furniture, and equipment
- Represent the Association & Foundation to USAFA on all combined private/public funded projects
- Provide regular updates on all projects to the Association & Foundation President and CEO
- Keep abreast of Air Force, USAFA and departmental priorities, programs, personalities, and events
- Perform other duties as assigned
Knowledge, Skills and Abilities
- Must be detail oriented; self-starter; good organizational and communication skills
- Must be able to work with contractors, architects, subcontractors, owners, etc.
- Must have general knowledge of the construction industry and processes
- Must be able to read and interpret architectural drawings and specifications
- The ability to work collaboratively within a large team
- Must have working knowledge of architectural and engineering construction documents, contracts
- Experience managing construction subcontractors
- Must be a strategic thinker and be able to make decisions based on the best results for the Foundation or project
- Consistently able to anticipate upcoming problems and thereby avoid them to preserve the project’s intent, schedule and budget
- Capable of handling large and complex projects with multiple phases
- Strong cost and schedule management skills
- Must be able to work with diversified user groups; have above average oral and written communications skills and the ability to successfully manage direct reports
- Experience in managing multiple projects concurrently; proficiency in managing construction on active educational facilities
Qualifications
- College Degree (bachelor’s degree in architecture, Engineering, or Construction Management)
- Air Force and/or Air Force Academy experience highly desired
- 8 years of design and construction project management related experience
- Required Knowledge of Special Software Needs (e.g. P6, Timberline, MII, etc.)
- Primavera, Suretrac, Microsoft Project are all a plus
- A valid driver’s license and any related insurances
- Be able to pass a DBIDS Background check, which is required to maintain access to the Foundation’s principal offices at the Academy
Compensation and Benefits
The salary range for this position is $75,000 -$120,000 (commensurate with experience).
