The primary purpose of this position is to serve as Communication Squadron Deputy Director. This position assists the commander to plan, organize, and manage the activities and support services of the organization. Makes technical and executive decisions for the squadron in all areas of functional responsibility and acts as squadron director in the commander's absence.

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience with acquisition planning and contracting methodologies to provide critical analysis and course of action for a variety of contractual matters; managing the work operations of multiple organizational segments to meet program requirements and objectives within available resources; mentoring and appraising the staff of an organization directly or through subordinate supervisors; directives and regulations to develop and defend multi-year financial programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. In-depth knowledge of communications and information (C&I) systems and facilities, practices and methodologies equivalent to those used in both government and industry; to include an understanding of the Air Force and C&I organizational structure.
  2. Knowledge and understanding of the Department of Defense Planning, Programming and Budgeting System (PPBS) and Federal budget process, including knowledge of congressional budget process; and thorough and detailed understanding of Air Force, DoD and OMB policies, directives, and regulations in order to effectively develop and defend multi-year financial programs.
  3. Knowledge of acquisition planning and contracting methodologies sufficient to provide a critical analysis with a recommended course of action on a wide variety of contractual matters.
  4. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
  5. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  1. As a deputy to the commander, assist in directing, planning, organizing, and managing the programs and activities of the Communications Squadron.
  2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of unit personnel through subordinate supervisors.
  3. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's support capabilities.
  4. Represents the Communications Squadron in a variety of installation and functional area activities.
