What are the responsibilities and job description for the AIRFIELD MANAGEMENT SPECIALIST position at Air Mobility Command?

The primary purpose of this position is to serve as an Airfield Management Specialist evaluating the day-to-day airfield management operation, maintain situational awareness of airfield activities, keep the Airfield Manager informed of any conditions that may affect the safety of the airfield, provide flight services to the aircrews when requested and provide pilots with a variety of critical information for planning and conducting a safe flight as requested.

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Airfield Management Specialist. Specialized experience is experience gained while assisting providing advice and guidance to air crews and analyzes airfield data to determine issues, status and condition of the airfield; furnishing guidance on flight plans to pilots; analyzing characteristics of equipment and operating radio, computers and telephone and using the proper procedures, messages and report preparation; studying an installation's airfield and flight operations to identify ways to improve efficiency and safety; using established mathematical models to develop weather forecasts for pilots and aircrews; analyzing costs of airfield operations to recommend more efficient and economical operations and evaluating day-to-day airfield operations to ensure safe and immediate use of the airfield.

EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT TO VERIFY YOUR EDUCATION.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of industry and airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program.

2. Knowledge of airfields, such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of notices.

3. Knowledge and understanding of airfield manuals, instructions and procedures to conduct airfield inspections.

4. Knowledge of aerial navigation and aviation techniques, flight operations, flight planning rules, practices, and procedures to develop/change flight plans worldwide, flight operations, visual and instrument flight rules, aviation regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities, aircraft systems malfunctions), knowledge of flight safety and knowledge of exercise and contingency operations.

5. Ability to act decisively in emergency situations and ability to communicate effectively and tactfully with military and civilians of all ranks.

6. Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message and report preparation, and notification procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

Evaluate day-to-day airfield operations to ensure safe, efficient and effective use of airfield operations/services and maintain situational awareness of airfield activities.

Conduct several daily airfield checks that include Foreign Object Damage (FOD) inspections, reopening runway after in-flight emergencies and performing bird/aircraft strike hazard (BASH) responses.

Function as the shift leader when designated by the Airfield Manager and is expected to use available resources and make sound judgment and timely decisions.

Provide pilots detailed information critical to flight safety products and information for safe aircraft movement.

Manage Flight Information Publications (FLIP) account consisting of flying charts, enroute procedures, terminal procedures publications, flight information handbooks, and applicable aeronautical publications.
