THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Police Officer, Position Description Number D2499P01, and is part of the 158th Security Forces Squadron of the Vermont Air National Guard.

Qualifications:

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3:
Area I:
All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.

AFSC: 3P0XX
Applicants are required to hold the AFSC of 3P0XX or obtain the AFSC within 12 months.

Military Rank: Enlisted up to MSgt/E7


GENERAL EXPERIENCE: Must have experience, education or training in military weaponry, laws, security directives, programs, policies, and procedures governing Security Forces activities; installation security; weapon system and resource security; anti-terrorism; law enforcement and investigations; military working dogs; air base defense; training; pass and registration; civilian security work force; and combat arms. Have at least six months of working experiences and the successful completion of the Air Force Technical Training AFSC/Security Forces School.


SPECIALIZED EXPERIENCE: Must have 12 months of knowledge in practical security force (SF) activities in direct support of the military weapon systems and physical security; law and order; or area security. May have experiences in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of civilian/public areas or military installations. May have experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. May have experiences in responding to disaster and relief operations and participates in contingencies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


CONTINUATION OF CONDITIONS OF EMPLOYMENT:

1. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is/are subject to the possibility of a random drug test.

2. Incumbent must qualify and remain qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.

3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. Incumbent is required to obtain and maintain required security clearance associated with the position.

5. The incumbent must wear a DAF Police Officer uniform as identified in the DAF Police AFI and required to meet dress and appearance standards when supporting non-DoD agencies IAW the AFI. Dual Status technicians, military uniform will be worn at the discretion of the SFS commander.

6. Must work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.

7. Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g., respirator mask).

8. Incumbent must complete a job compatibility assessment (Add: if Title 5. Title 32 Dual status technicians who are assigned to a military Security Forces unit are not required to complete a JCA to be hired to this PD)

9. Incumbent must possess a valid driver's license and be able to operate all security forces vehicles and installed equipment.

10. Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646, Security Forces Training and Standardization Evaluation Programs.

11. Must pass formal law enforcement training school as determined by NGB/A4 and obtain DoD Peace Officer Standardization and Training Certification.

12. Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.

13. Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g., Employing "Active Shooter" response tactics and techniques as a member of a small team is required).

14. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Responsibilities:

The primary purpose of this position is: to perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect, and assist local, state, or federal law enforcement in investigations, and perform patrols within the assigned jurisdictions.

1. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Provides sworn testimony based on the investigative process, evidence gathered, witness' statements in criminal and traffic courts. Upon notification, responds to Intrusion Detection Systems (IDS) and Sensitive Compartmented Information Facility (SCIF) alarms and determines probable cause (actual or false alarm). Protects personnel, material, tactical military assets, and high value assets by executing daily Random Anti-terrorism Measure (RAM) and supplemental anti-terrorism measures during increased force protection conditions.

2. Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations on foot or in vehicles and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, and other incidents as directed by competent authority.

3. Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and control (C2) function for all Integrated Defense forces. Executes the Quick Reaction Checklists (QRC) to ensure proper execution of routine, emergency, and alarm responses. Acts as the initial point of contact for all persons, activities, visitors, and complainants either in person or telephonically regarding any activity that require police actions. Receives, interprets, evaluates, and immediately decide what action is appropriate and implement that course of action. Incumbent provides guidance and direction to those personnel assigned duties at the BDOC during his/her shift. Is responsible to the Flight Supervisor to the overall operation of the Police Desk.

4. Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g., active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS). Executes emergency response procedures designed to isolate, contain, and defeat hostile actions and restore normal operations as quickly and efficiently as possible.
