DIRECTOR, COMMERCIAL SUPPLY CHAIN
This is a strategic Commercial Supply Chain position within the Ionis Commercial Supply Chain function and is the accountable owner for executing and enhancing the current Sales and Operations Planning (S&OP) processes while implementing a new Supplier Relationship Management (SRM) process, with the overall objective to evolve the function and ensure the success of future product launches as the Ionis organization transforms into a Fully Integrated Biotech Company. Success in this role will depend on an understanding of demand planning, inventory management, supply planning, and new product launch as part of the overall S&OP process. In addition, daily management of business relationships between Ionis’ external suppliers (e.g., Drug Substance, Fill/Finish, Labeling and Packaging) and internal team members facilitating de-escalations, conflict resolutions, risk management, and strong collaboration with multiple functions across the organization as part of the overall Supplier Relationship Management process.
Areas of Responsibility:
Sales and Operations Planning (S&OP)
- Establish and sustain the current monthly S&OP process within the Ionis organization while evolving the current S&OP process within Ionis to become a strategic asset recognized across the organization for critical short- and long-range Supply Chain decision-making.
- Work closely with Ionis Commercial Operations, Demand Management, and current commercial Partners monthly to translate demand plans and market analytics into actionable and robust commercial supply plans as an output of S&OP every month.
- Work closely with Ionis Finance to align the monthly supply plan to financial considerations and metrics
- Own and generate monthly commercial supply plans for internal cross-functional review and external supplier review.
- Own and manage monthly S&OP metrics development, implementation, monitoring, and reporting.
- Responsible for the strategic production planning activities (long-term demand and supply planning) as the input for the strategic operational (CMO capacity planning) and procurement planning (binding period oversight and PO management).
- Responsible for ensuring cross-functional engagement and participation within the monthly S&OP meeting cycle through S&OP output clarity and simplification of messaging.
- Responsible for developing, coordinating, prioritizing, and maintaining the S&OP enhancement strategy, outlining the future state S&OP process and specific projects and initiatives within this area (e.g., enhancement of monthly S&OP cycle process, advanced reporting capabilities, Executive S&OP, etc.).
- Introduce new products into the S&OP process as they move towards commercial launch and ensure commercial launch success.
Supplier Relationship Management (SRM)
- Responsible for designing and implementing a new functional Supplier Relationship Management (SRM) cadence and structure, inclusive of core guiding principles, supplier risk management, supplier development, and overall governance components
- Development and maintenance of an overall supplier risk management and redundancy plan for the Commercial Supply Chain function
- Management, oversight, and governance of current and future Master Service Agreements, Quality Agreements, and Supplier/Supply Agreements across the current portfolio of Commercial Supply Chain suppliers.
- Work cross-functionally to develop targets for the suppliers' metrics and KPI dashboards, working with a cross-functional team; to be utilized within existing Quarterly Business Reviews (QBR) and new Supplier Relationship Management governance process.
- Manage existing supplier business relationships (e.g., current Quarterly Business Reviews and SRM), monitor the performance of the suppliers, and serve as the primary point of escalation for risks and issues.
- Monitor and bring CMO adherence to contractual commitments, obligations, and processes, including milestone dates, financial terms, and production schedules both internally and externally.
- Identify, elevate, and work with suppliers to facilitate the resolution of issues and risks that may arise throughout the normal course of business operations.
- Contribute to the enhancement of the overall Commercial Supply Chain Supplier Selection process
Team Leadership
- Provide leadership and management direction for the European & RoW Supply Chain operations team in a manner that meets or exceeds quality, budget, delivery, and launch goals.
- Manage budget responsibility for Supply Chain in the region, including logistics, supplier, and headcount expenses
- Develop a highly motivated and cohesive team that will accomplish long-term business objectives and prepare for future growth by identifying, recruiting, and retaining quality staff to support business growth
- Establish the expectations and standards aligned with the wider organization and the supportive environment to ensure that team members can meet performance expectations. This includes building team capabilities by providing ongoing coaching and mentoring of direct reports, providing timely recognition as well as building and executing development plans to ensure career progression.
- Ensure all direct reports define and build appropriate structures and processes to support commercialization and launch strategies.
- Ensure all supply chain activities comply with all applicable laws, regulations, GMP/GDP, and internal company policies.
Minimum Education & Experience Requirements:
- Bachelor in life sciences or business major required
- 15 years of experience in a supply chain management role in an established biopharmaceutical company.
- Experience in leading and developing teams to deliver on organization growth initiatives.
- Experience in managing and implementing SRM and S&OP processes and leading cross-functional teams to overcome hurdles and deliver project results on time and as expected.
- International experience working with all organizational levels from multiple geographic locations.
- Strong knowledge of supply chain processes and experience in supply chain systems (ERP, MSFT D365, Supply Chain Planning Modules, etc.).
- Understanding biotech/pharma manufacturing operations, commercial launch, and supply chain operations.
Physical Demands and Work Environment:
- Travel domestically and internationally – up to 15%
Competencies:
- Thorough understanding of demand planning and supply planning as elements of the overall S&OP cycle.
- Exposure to, and understanding of, financial planning and the linkages between the demand/supply plan and the financial plan.
- Deep negotiation and relationship management skills to achieve agreements with suppliers.
- Experience working in a cGMP environment.
- Experience in developing and maintaining a Supplier Relationship Management process and cadence.
- Understanding of the new product introduction aligned to both S&OP and SRM.
- Highly experienced in supply chain strategic analysis and skilled at recognizing complex information arrangements to develop observations and recommendations that assist in the strategic Commercial Supply Chain decision-making processes.
- Ability to work on discrete and ad-hoc Commercial Supply Chain strategic initiatives as directed
- Ability to develop and lead a team, manage and resolve conflicts, and influence others through effective communications and relationships across diverse Ionis functional areas & internal/external customers.
