Alaska Marine Trucking provides and manages local freight distribution services in Alaska which includes loading, unloading, warehousing, pickup and delivery. Alaska Marine Trucking works closely with Alaska Marine Lines in coastal communities throughout Southeast, Central, and Western Alaska.

We currently have an opening for a HSSE Manager. This is a Full Time position which offers family friendly benefits, a competitive pay package and professional growth.

SUMMARY:
The Health, Safety, Security, and Environmental (HSSE) Manager provides technical safety and health support to personnel, develops and implementing safety and health programs and objectives, and coordinates safety training programs. Monitors safety and health regulations and provides technical support to operations and corporate personnel to ensure compliance with federal and state safety and health regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned to support the department or other departments as time allows.

  • Safety is Lynden’s first responsibility to our employees and our customers. This position is a safety-sensitive position and the ability to work in a constant state of alertness and safe manner.
  • Serves as the point of contact for issues relating to health, safety, transportation, and environmental compliance, risk control, and security questions, concerns, and/or issues. Maintains an understanding of federal and state occupational safety and health regulations and monitors regulatory changes as they occur.
  • Provides technical HSSE support and information to operations and corporate personnel. Coordinates and confers with supervisors and other management personnel to implement safety policies and procedures in compliance with corporate’s policies, customer requirements, new process’, and regulatory requirements.
  • Works with supervisors to help analyze work requirements and working conditions to develop, propose and/or implement changes to increase safety and enhance training while still maintaining efficiency and effectiveness.
  • Develops, coordinates and implements company’s Safe Driver Program and new driver training and orientation programs.
  • Oversee and maintain company’s workers’ compensation claims with supervisory personnel and with company’s insurance carrier. Works proactively with supervisors, Human Resources, and the workers’ compensation carrier to ensure injured employees receive timely communication and return to work as quickly as possible utilizing light duty work when possible and necessary. Cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations.
  • Acts as a resource to consult for any employee disciplinary actions.
  • Develops training materials and defines training requirements for all company personnel. Manages tracking of training on safety and regulatory topics to ensure compliance with requirements, policies, and regulations. Provides training either personally or with outside assistance via contractors and/or company’s Learning Management System (LMS).
  • Maintains written HSSE policies and procedures, records, and files, including training, testing, and driver qualification files. Audits safety records maintained by operations’ personnel.
  • Develops and maintains environmental spill prevention and contingency plans. The position provides training to company personnel on environmental requirements, plans, and actions.
  • Inspects and/or visits company facilities, either personally or with outside assistance to evaluate compliance with HSSE programs and implement corrective or preventative measures where indicated. Conducts HSSE field inspections of operations and discuss findings with supervisory personnel.
  • Develops annual company HSSE goals and required internal senior leadership reports and presentations.
  • Participates in new and reviews existing process reviews, including process hazard analyses, operator training, job safety analysis, etc.
  • Supports personnel in the selection of appropriate personal protective equipment.
  • Maintains corporate safety library (e.g., videos, regulations, reference manuals, etc.).
  • Act as a liaison contact with Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), United States Coast Guard (USCG), and Environmental Protection Agency (EPA) and local governmental agencies pertaining to company’s HSSE matters.
  • Promotes HSSE awareness through internal company memoranda, newsletters, and training programs.
  • Attends and participates in company HSSE meetings.
  • Advises personnel of HSSE and DOT regulatory changes. Sufficient advance notice should be provided so that compliance on the effective date of new regulations is ensured.
  • Coordinates pre-employment and random drug testing, pre-employment physicals, and fit for work and return to work programs.
  • Timely completes required OSHA, ADEC, DOT, USCG, and EPA report forms, including, but not limited to OSHA 300’s, Survey of Occupational Injuries and Illnesses yearly report forms, Tier II reporting, regulatory spill, accident, and/or injury reporting.
  • Maintains company permits and certifications in a timely manner.
  • Conduct timely workplace incident and/or accident investigations to enhance workplace safety and regulatory risk.
  • Build and enhance existing relationships with all stakeholders, as well as seeking to identify and purse new external professional relationship as appropriate within the Transportation Safety Industry.
  • Reviews all accident reports and initiates follow-up measures as prescribed by company and/or corporate policy; coordinates emergency and/or corrective response activities as necessary.
  • Analyzes job requirements, personnel needs, working conditions, work processes and goals; implements process changes to produce superior customer service and promote efficiencies.
QUALIFICATIONS:
To perform this job successfully, an individual must possess mechanical inclination and be able to perform each essential duty satisfactorily. Attendance and timeliness are essential functions of this position; employee customarily works at least 40 hours/week on a planned continuous basis. EDUCATION AND/OR EXPERIENCE:
A Bachelor’s Degree (B.A.) or equivalent from a four-year college or university or a minimum of three years of safety work experience in the transportation industry, or an equivalent combination of education and experience. Experience in the transportation industry is preferred.

LANGUAGE SKILLS:
Ability to read, interpret, and write documents such as bills of ladings, tariffs, delivery receipts, military documents, procedure manuals, employee and safety rules and manuals, operating and maintenance instructions, procedure manuals, and routine reports and correspondence. Ability to speak effectively and clearly with customers, vendors, managers, and other employees. Strong communication skills both verbally and in written form.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, area, circumference, volume, and percent and to draw and interpret bar graphs. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical solutions.

OTHER SKILLS AND ABILITIES:
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Ability to understand detailed written and oral instructions; ability to prioritize and problem-solve in time/safety-sensitive situations; ability to read and understand wire and hydraulic schematics.
  • Ability to apply common sense understanding to carry out detailed written or oral instructions, and the ability to prioritize and problem-solve in time/safety-sensitive situations.
  • Ability to organize and follow through to completion projects and tasks assigned or assumed; ability to provide objective and decisive action(s) necessary to resolve any/all issues with minimal disruption to operational performance.
  • Must have working knowledge of computer programs: Microsoft Windows, Excel, Word, Visio and Outlook.
  • Must have proven supervisory skills.
  • Ability to multi-task in a fast-paced environment and handle demanding customers’ needs.
  • DOT Hazardous materials employee training.
  • Detail oriented, good interpersonal skills, and organizational skills.
  • Must be flexible to work extended hours and adaptable to change.
  • Must have the ability to work well under pressure.
  • Ability to maintain accurate records and reports in the provided maintenance software.
