GENERAL DEFINITION OF WORK:


Supports planning for a complex system of pupil transportation services, to include home-to-school transportation for regular and special needs routes. Responsible for analyzing demand for all pupil transportation services and developing solutions (routes, drivers, vehicles) to meet Division efficiency and effectiveness goals. Uses a variety of reporting software and creates custom programming to evaluate and validate department services and route design effectiveness. Incumbent is assigned specific program responsibilities and performs technical tasks relative to the Global Positioning System (GPS) and other transportation software including inputting, managing, manipulating, and reporting data. Ability to tactfully communicate, both orally and in writing. Establish and maintain effective working relationships at all levels, within the Department, District, and Community. Collaborates with school technology and other county departments as required to determine Department hardware and software needs to maintain and or upgrade routing infrastructure. Interfaces with organizations as well as private industry in the effort to investigate and adopt new technologies. Responsible for analyzing demand for regular and special needs transportation services and developing solutions to meet Division efficiency and effectiveness goals. Conducts Division-wide projects that involve contact with the School Division and local government, principals, and department heads, as well as outside consultants. Carries out independent analyses of data in carrying out these projects and synthesizes this information for inclusion in reports for the Department Leadership, Superintendent, School Board, and the Virginia Department of Education.


ESSENTIAL FUNCTIONS:

  • Develops routes and vehicle recommendations for efficient and effective pupil transportation, including the primary home-to-school mission and all supplementary programs;
  • Creates/designs regular, SPED routes, and special assignment routes;
  • Plans for a complex system of special needs pupil transportation services, to include home-to-school transportation as part of a larger routing team;
  • Coordinates routing and planning services for special transportation programs, including STEP, tutoring, and summer school;
  • Utilizes sophisticated systems (routing software and state-of-the-art GPS software) to develop complex transportation plans and monitor/improve the execution of transportation services;
  • Responsible for the input and management of transportation data for state reporting and other department needs; Identifies, conducts research, analyzes, and collects data to create statistical reports and documents;
  • Analyzes the demand for exceptional transportation services and develops solutions (routes, drivers, vehicles) to meet Department safety, efficiency, and effectiveness goals;
  • Collaborates in the planning process which provides exceptional transportation needs for all County schools and affiliates;
  • Collaborates with school technology personnel to verify system security and systems integrity for the Routing Department's networked resources;
  • Consults with officials of other divisions and departments on matters of mutual interest;
  • Participates in committees, teams, and project groups as assigned;
  • Works independently and completes projects and programs as required;
  • Develops and analyzes pupil transportation system performance data for the purpose of improving departmental performance;
  • Coordinates as required within the Division to maintain pupil data required for transportation planning, including requirements for special education pupils;
  • Performs other administrative tasks as required

KNOWLEDGE, SKILLS AND ABILITIES:


General knowledge of or interest in Albemarle County Public Schools; Working knowledge of state and local regulations regarding pupil transportation, and FCC regulations and radio etiquette for 2-way radio system; Working knowledge of map nomenclature and local and state highway infrastructure; Ability to interpret and navigate directional road maps and/or GPS mapping software; Comprehensive knowledge of standard office practices, procedures and equipment to include laptop and all MS Office products, in particular Outlook Email and Calendar; Familiarity with Internet browsers; Ability to make decisions in accordance with laws, policies, regulations and established practices and procedures, despite occasional peer pressure to the contrary; Strong interpersonal skills and ability to establish and maintain effective working relations and a professional demeanor; Ability to operate effectively and respectfully in stressful situations and use strong conflict resolution skills; Ability to multitask and work under pressure in a fast paced work environment; Very strong listening and oral and written communication skills to receive and relay information in a timely and accurate manner; Strong organizational skills and the ability to recall names, dates, facts with ease; Ability to work independently while being an integral part of an overall team; thorough knowledge of departmental/school objectives, procedures, and organization; ability to devise detailed procedures and methodology; ability to plan, organize, and coordinate the work of others; ability to communicate complex ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with officials, other employees, and the general public.


EDUCATION AND EXPERIENCE:


Any combination of education or relevant experience equivalent to graduation from an accredited four-year college or university with a bachelor's degree, in addition to three years of increasingly complex administrative experience. Experience in transportation or pupil transportation is preferred. SPECIAL REQUIREMENTS: Must have a valid Virginia driver's license. PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:


Work is typically performed in an office setting, with extended periods of time in a sitting position using a computer terminal/laptop. Work may occasionally require standing, walking, bending, stooping, and light lifting. Daily tasks include constant use of office equipment, and the ability to multitask and work under pressure in a fast-paced work environment. Attendance at intermittent meetings is necessary. Regular contact with Principals, School Administrators, and Office Associates is necessary; in addition to Department Key Leaders, Lead Drivers, and Home-to-School Bus Drivers. Communication for purposes of exchanging factual information, which may require judgment or interpretation, is generally cooperative in nature with occasional need for conflict resolution. Must be able to stay calm in stressful situations, requiring the use of tact and interpersonal skills to resolve complex issues. Occasional after-hours and weekend availability may be necessary.
