The responsibilities of this classification include procuring routine and non-routine materials, supplies, equipment, and services to support AlexRenew’s operational needs. This is a fully proficient professional classification and work is performed independently although decisions are made within established guidelines.
Essential Duties & Responsibilities:
- Coordinate with key stakeholders to develop scope and special conditions of solicitations for goods and services, and ensure conformance with Alexandria Renew Enterprises policies, procedures and Federal/State laws, ordinances, rules and regulations.
- Procure materials, supplies, equipment, and services for use throughout AlexRenew in a manner that complies with AlexRenew, State, and Federal laws, policies, and procedures.
- Prepare ITBs (invitation-to-bid), RFPs (request for proposal), and RFQs (request for qualifications) for the procurement of goods and services and conduct prebid and preproposal meetings.
- Review and evaluate bid responses received to determine responsiveness, completeness, and compliance.
- Establish firm fixed price contracts through the formal and informal bidding processes and cooperative purchase agreements; ensure purchases are acquired at fair and reasonable prices.
- Support agency end-users with contract administration activities; research, interpret and explain contract provisions, processes, penalties and compliance terms to users to ensure adherence to prices, terms and conditions of the contract.
- Resolve discrepancies in contracts; assists in the coordination of renewal or extension of contracts.
- Generates collaborative solutions, alternatives or options with key contract stakeholders and suppliers to overcome performance challenges.
- Actively promote safe behaviors and health awareness at all times in the execution of daily tasks.
- This position does not have formal supervisory responsibilities over other employees.

Qualification Requirements:

Education and/or Experience:
- Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Contract Management or related field desired.
- Five (5) years of related work experience in public procurement preferred. Any equivalent combination of training, education and experience that provides the required skills, knowledge and abilities will be considered.
- CPPB (Certified Professional Buyer)/CPPO (Certified Public Procurement Officer) by the National Institute of Government Procurement, VCA (Virginia Contracting Associate) by Virginia Institute of Procurement preferred.
- Knowledge of government purchasing procedures and practices, specifically knowledge of Virginia Public Procurement Act.
- Skill in applying contract law and public sector procurement law and regulations, including familiarity with the legal requirements for purchased goods and services.
- Familiarity with risk management, budgeting and scheduling practices.
- Knowledge of contract formation, review, and negotiations.
- Skill in technical writing and proofreading, including ability to draft contract language.
- Problem solving and analytical skills.
- Excellent organizational, verbal and written communication skills.
- Strong interpersonal and listening skills, with the ability to work and participate effectively in a team environment.
Physical Demands:
The physical demands described here are representative of those that an employee may perform on an occasional to regular basis while performing functions of this job. A detailed Physical Demands Analysis is available in Human Resources and a copy will be provided to all incumbents in this position. While performing the duties of this job, typical of office work, include lifting up to 10 pounds, and minimal pushing or pulling.

The work environment characteristics described here are representative of those an employee may encounter on an occasional to regular basis while performing the functions of this job. Environmental conditions necessitate following strict safety guidelines and use of Personal Protective Equipment. While performing the duties of this job, the employee performs work indoors in a climate controlled environment, with outdoor trips between buildings.
