Summary

ANG is seeking a Financial Management Specialist to support our DIA NMEC Contract. The Financial Management Specialist shall provide requirements management and financial, accounting, and acquisition process support in accordance with the full scope of laws, regulations, and policies affecting the Agency's accounting services, systems, and operations.

 

Essential Functions

  • Assist government leads and technical experts with developing and managing and monitoring NMEC's spend plan/budget throughout the fiscal year for regular status reporting and change requests. 
  • Verify proper use of funds and monitor status of financial activity and obligation targets.
  • identify and monitor Agency transactions and performance to identify trends or anomalies and their significance to ongoing agency programs and operations.
  • review acquisition support documentation that is submitted by government leads for compliance with Agency and DoD acquisition and financial policy, to include Statements of Work (SOWs), Independent Government Cost Estimates (IGCE), justification documents, and Security DD Form 254 forms to ensure completeness for inclusion in APR packages.
  • Prepare Acquisition Planning Records (APRs), Purchase Requests (PR), Military Inter-Departmental Purchase Requests (MIPR) and other purchasing documentation in the DIA Contract Management System (CMS), and track progress until fully approved and awarded.
  • Assist with preparation of Support Agreements, and coordinate and track internal and external signatory approval processes of submitted agreements.
  • Continually review internal financial operations, regulations and procedures to ensure compliance with laws, directives, and regulations.

Competencies

  • Knowledge of DoD budgeting procedures and systems is highly preferred.
  • Knowledge of Federal acquisition procedures and processes is desired

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evenings and weekends as required by customer need.

 

Travel

As needed; Directed by the office of the GEC

 

Experience

  • At least five (5) years of experience working in the financial and/or budgeting sector.
  • Experience working with the federal budgeting cycle and associated processes is preferred.

Education

Bachelor's degree in budget/finance preferred.
