Position Summary
DEFINITION:
Under supervision of the Director EOPS/Special Outreach, performs student services work in the area of Extended Opportunities Programs and Services (EOPS); Cooperative Agencies Resources for Education (CARE), California Work Opportunity and Responsibility to Kids (CalWORKs); academic advising; to plan, organize, and carry out assigned program responsibilities; to provide financial aid information and advising; to provide academic advising; to conduct program research, and needs assessments; and value and promote the mission and vision of the college.
CLASS CHARACTERISTICS:
The incumbent, under minimal supervision, in this position performs work in the planning, organizing, and carrying out of the college's EOPS, CARE and CalWORKs programs with a considerable degree of independence. The incumbent in this position also provides financial aid information and academic advising. An incumbent has a high frequency of contact with staff, students, the general public, and representatives of social service agencies and representatives of other educational institutions. Incumbents will also interact with clientele from diverse socioeconomic, cultural, and ethnic backgrounds and may be required to read, write, and converse fluently in English/Spanish language.
Essential Functions and Qualifications
Develops and implements plans to increase awareness of EOPS, CARE and CalWORKs programs among students, faculty, staff, and the community;
Develops guides, brochures, flyers, posters, announcements, newsletters, and coordinates distribution; develops and explains written procedures;
Develops student recruitment plans and materials;
Orients students individually and in groups to campus college life, academic requirements (such as general education requirements, vocational certificates and student education plans), job opportunities, financial aid, assessment, and other college services and community-based services;
Assists students with the completion of forms for admission, registration, job application, and other college services;
Visits schools and attends faculty and staff meetings as required;
Works with staff in other organizational units to gather information and coordinate efforts;
Identifies and recruits disadvantaged students;
Recruits, orients, trains, and monitors peer counselors assigned to students receiving program services and performing routine clerical work;
Analyzes applications to determine eligibility for programs and advises students on maintaining eligibility;
Develops and implements procedures to monitor student academic progress;
Assists with EOPS, CARE and CalWORKs orientations;
Support transferring students by working in partnership with the Transfer Center;
Works with the Financial Aid Department to provide financial aid information and advisement for EOPS, CARE and CalWORKs students;
Provides direct support for counselors in researching and developing individual educational plan forms;
Provides assistance with matriculation activities, such as orientation, advising , statisticalfollow up, and institutional research;
Participates in outreach activities for general student population, as well as EOPS; CARE and CalWORKs;
Performs related duties as assigned.
Knowledge of:
Philosophy and practices of educational advisement;
State and federal financial aid regulations as they pertain to the EOPS, CARE, and CalWORKs programs;
Socioeconomic conditions of area residents;
Interview skills to assess student's eligibility for EOPS, CARE and CalWORKs services;
How to conduct outreach activities;
Community resources and services;
Basic statistics, research methods, and reporting;
Processes procedures and requirements of EOPS, CARE, and the CalWORKs programs;
Ability to:
Learn, understand, interpret, and apply laws, regulations, policies, guidelines and procedures without immediate supervision;
Plan, organize, and conduct group functions and meetings;
Investigate and research problems, devise solutions and present recommendations;
Present oral and written reports clearly and concisely;
May be required to converse in a second language, Spanish and English;
Understand and carry out oral and written directions;
Working Conditions:
Duties are primarily performed in an office environment, at a desk or at a computer.
The incumbent will experience interruptions while performing normal duties during the regular workday
The assignment may include late afternoon and evening hours and occasional weekend assignments.
The incumbent will have contact, in person, via email, or on the telephone, with management, staff, faculty, and the general public.
Physical Demands:
Typically may sit for extended periods of time.
Operates a computer
Communicates over the telephone, by email, and in person.
Regularly lifts, carries and/or moves objects weighing up to 10 pounds.
Special Qualification: A sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds of staff and students and to staff and students with disabilities.
Minimum Qualifications
Education:
A bachelor's degree or equivalent in human services, psychology, sociology, education or closely related fields. Individuals possessing the education, knowledge and abilities listed above are considered to possess the necessary experience.
Desirable qualification:
Counseling related or teaching experience in an education or Social Services agency environment
Additional Information
The desired start date is June 2024. This is a full-time 12-month classified position.
Hours for this position are: Monday and Tuesday 9:30 a.m. - 6:00 p.m. Wednesday and Thursday 8:00 a.m. - 4:30 p.m. Friday 8:00 a.m. - 4:00 p.m.
