Minimum Requirements:

One year of experience as a Public Health Administrator Trainee;

OR

Bachelor’s Degree public health, public administration, education, communications, behavioral sciences, or a related field and three (3) years of professional public health program experience, including one (1) year of administrative or supervisory experience;

OR

Master’s Degree in public health, public administration, education, communications, behavioral sciences, or a related field and one (1) year of administrative or supervisory experience

OR

Any equivalent combination of experience and training.

AND

Pre-Employment Proficiency Exam

Computer Literacy Exam – Measures basic computer skills, basic knowledge of Microsoft Excel and Outlook, and typing. Must pass computer literacy exam administered by the Allegheny County Health Department with a score of 75% or greater.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Credit for a degree or college coursework can only be accepted from an official transcript submitted directly from the college or university to Allegheny County Health Department.

Position Summary:

This is administrative and professional work in planning and coordinating county-wide activities or program in the field of public health. This position will be coordinating a cross-programmatic initiative strengthen and expand upon comprehensive asthma care systems in Allegheny County to reduced health disparities that are caused by uncontrolled asthma. This person will work with both statewide and local partners to implement evidence-based programs in a variety of settings including schools, clinics and community-based settings. This person will be responsible for assisting with managing contracts and setting strategic goals and a multi-sectoral coalition. An employee in this class assists a higher level administrator in the administration of county-wide programs or administers a program of moderate size and complexity. The employee assists a higher level administrator in a variety of technical and administrative activities such as directing and controlling public health programs evaluating results, recommending program changes, sound budgeting and expenditure control programs and effective personnel utilization. The employee directly performs these duties when assigned to administer a public health program in the field. Limited supervision is received from a higher level administrator, who evaluates work for adherence to department policies and procedures and accomplishment of objectives.




Duties:
  • Assists in the administration of county-wide public health programs.
  • Plans, coordinates, and implements a public health program of moderate size and complexity.
  • Develops procedures to accomplish program objectives or recommends changes in county-wide programs, policies or procedures.
  • Interprets department policies and procedures to and consults with other health related agencies, professional and community groups and the public.
  • Collects and analyzes information and prepares statistical data for use in the program being administered or by higher level administrators to evaluate program effectiveness.
  • Aids community groups in the promotion and improvement of public health conditions.
  • Prepares correspondence, compiles reports and maintains or directs the maintenance of files and official records.
  • Performs related work.

Knowledge, Skills, and Abilities: Knowledge of:
  • Knowledge of the theory, principles, practices and current developments in the field of public health.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of the Federal and State laws and regulations governing public health programs.
  • Knowledge of the functions and resources of Federal and State agencies in the field of public health.
  • Knowledge of basic statistics.

Ability to:
  • Ability to direct, coordinate and control moderately complex public health programs.
  • Ability to exercise sound judgment and discretion in applying and interpreting departmental regulations and procedures.
  • Ability to establish and maintain effective working relationships with local health officials, professional and community groups and the public.
  • Ability to communicate effectively, orally and in writing.
  • Ability to respond to emergencies.
