Minimum Requirements:

One year of experience as a Public Health Administrator II

OR

A Bachelor’s Degree supplemented by a Master’s Degree in Public Health or a field related to public health and four years of experience in public health administration.

Appropriate experience of at least one year in administration of or supervision in a public health program or a program related to public health may be substituted for the Master’s Degree

OR

Any acceptable equivalent combination of experience and training.

Pre-Employment Proficiency Exam

Computer Literacy Exam – Measures basic computer skills, basic knowledge of Microsoft Excel and Outlook, and typing. Non-ACHD applicants must pass a computer literacy examination administered by the Allegheny County Health Department with a score of 75% or higher.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Credit for a degree or college coursework can only be accepted from an official transcript submitted directly from the college or university to Allegheny C0unty Health Department.

Position Summary:

This is supervisory and advanced professional administrative work in the field of public health. An employee in this class administers a large county-wide public health program, or as the Health Officer in a health district administers and coordinates a variety of large public health programs within a large geographic area. Important aspects of the work include determining public health needs, developing policies and procedures, implementing, coordinating and evaluating programs, advising and consulting with program directors, health related agencies, professional and county groups and the public. The employee is also responsible for the direction and control of the normal administrative functions relating to grant management, budgeting and effective personnel utilization. Supervision is exercised over lower level administrators, professional, technical and clerical personnel. General supervision is received from a higher level program administrator, a Deputy Director or the Director of the Health Department who evaluates work for adherence to department policies and procedures and for accomplishment of objectives.




Duties:
  • Administers a large county-wide public health program.
  • Implements and coordinates as the Health Officer a variety of large public health programs within an assigned geographic area.
  • Develops procedures to accomplish program objectives, changes policies and procedures as required or recommends changes to top management.
  • Interprets department policies and procedures to and consults with other health related agencies, professional and community groups and the public.
  • Collects and analyzes public health data and prepares statistical summaries or reports to evaluate program effectiveness.
  • Prepares or directs the preparation of budgets, establishes expenditure control procedures, methods for administration of grants, and effective employee utilization.
  • Aids community groups in the promotion and improvement of public health conditions.
  • Prepares correspondence and maintains or directs the maintenance of files and official health records.
  • Evaluates effectiveness of public health education programs.
  • Supervises lower level administrators, professional, technical and clerical personnel.
  • Perform related work.


Knowledge, Skills, and Abilities: Knowledge of:
  • Knowledge of the theory, principles, practices and current developments and techniques in the field of public health.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of State and Federal laws and regulations governing public health.
  • Knowledge of the functions and resources of Federal and State agencies in the public health field.
  • Knowledge of the principles of effective supervision.
  • Knowledge of basic statistics.


Ability to:
  • Ability to direct, coordinate and control effectively large public health programs of considerable importance to the community.
  • Ability to exercise sound judgment in making decisions.
  • Ability to establish effective working relationships with top level representatives of other public or private health related agencies, professional and community groups and the public.
  • Ability to collect and analyze public health statistical data and the implications of such data.
  • Ability to communicate effectively, orally and in writing.
  • Ability to respond to emergencies.
