Responsibilities
Name of Project: PMAS - Provider Network Adequacy
Design, implement, and maintain an effective performance management and data analytics system to serve the client system.
Current project scope includes a data strategy assessment and development of the implementation advanced planning documents (I-APD) to secure the federal funding match for implementation. In addition, the scope includes the development of an implementation roadmap to support the agency 10-year roadmap, and enhancement and support of the performance management pilot.
As the State of Texas continues to address the many aftereffects and changing service landscape of the COVID-19 pandemic, particularly related to connecting clients with providers, it has become critical to rely on Medicaid Chip Services (MCS) to provide reliable, up to the minute data regarding provider and client locations in the state. As MCS works to provide this critical data to inform decision makers, health care administrators and citizens, the agency is experiencing serious limitations in the ability to efficiently and reliably provide the data due to a legacy of disparate systems and data that currently resides in numerous locations and databases across the agency. Sharing this vital data across all of these systems is inherently difficult, time-consuming, and requires resource intensive manual and inefficient processes. These cumbersome manual processes have a severe impact on Texas’ ability to respond effectively to the new provider and client landscape prevent the loss of life.
MCS seeks to expand its desktop ArcGIS environment to a more robust, sustainable enterprise cloud platform to promote data sharing. This will help Medicaid identify where there are gaps in geographic coverage of Medicaid providers, as compared to client locations so that program can make adjustments to service areas, and also for Medicaid to publish geographic maps that better assist in connecting clients and providers. Currently they only have a desktop environment and cannot publish sensitive data to ESRI’s public cloud offering due to it having PHI/PII. Without this being extended to an enterprise server environment, Medicaid will continue to struggle to make those vital connections for clients and providers.
Job Duties:
- Install, configure, and manage ArcGIS software in AWS cloud.
- Create detailed ArcGIS architectural diagrams, Installation Guides, and Runbooks necessary for operational management of ArcGIS software.
- Work with security team in creating a System Security Plan to harden the installation.
- Address non-functional requirements such as scalability, high availability, performance, disaster recovery, and reliability.
- Automate monitoring and incident response to the extent possible through scripting.
- Onboard users to the environment, educate them on best practices, help troubleshoot and resolve issues.
- All other duties as assigned.
This position is 100% remote within the United States.
