Job Description

Seeking a senior Business Analyst to support the business process and requirements analysis.

DESCRIPTION OF WORK:
This senior Business Analyst role will work with the business and other stakeholders to support the business process analysis. The BA will use Business Analysis Team tools and templates to document requirements. The project will be utilizing the agile methodology.

RESPONSIBILITIES
Develop a strong understanding of the functions, uses and requirements for expansion of the current and Modernization Effort
Identifying and documenting current and state process workflows and data flow
Developing documents such as: Business objects inventory list Reports, email notifications and Forms List, Email Notifications/Letters Inventory List, User Stories, Permission Matrix, Wireframes
Additional development of documents may include but is not limited to entity relationship diagrams, data dictionaries, system context diagrams
Gather and document business requirements and functional requirements needed for procurement documents
Assisting in performing functional and integrated testing
Preparing and maintaining project documentation and artifacts including analysis, reports, and user documentation
Working with project manager, developers, and end-users to ensure application designs meet business requirements
Providing UAT support, including developing test scenarios and cases using agile methodology
Supporting required system go-live activities
Documenting gap analysis
Track delivery and review/approval progress of each deliverable in accordance with approved Project Work Plan and RAM
Attending PMO meetings

Employee will perform other related work as required
The employee will travel in the local Raleigh area to attend meetings as needed

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES

Demonstrated experience participating in the documentation of functional requirements and technical specifications for existing and new applications
Gathering and documenting business and functional requirements suitable for procurement documentation
Strong writing and communication skills
Collaboration and relationship-building with their team members and clients
Results-oriented individual with a very strong work ethic and must be able to demonstrate excellent negotiation, communication and problem-solving skills
Ability to work with customers as a member of cross-divisional work groups and maintain positive and productive relationships with customers, peers, and superiors
Ability to act independently with sound business judgment and thrive in environment with diverse communication styles
Ability to prepare and present oral and written documents clearly and concisely
Ability to manage complex assignments with multiple work streams and aggressive (and sometimes competing) timelines
Understanding of Software Development Lifecycle (SDLC) concepts and process
Knowledge of and experience with IT Service Management best practices and principles
Experience with Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio) and Microsoft Project
Extensive understanding of SharePoint end user experience, sites, libraries, lists and groups
Knowledge of Ageing Resource Management if desired
Must have familiarity with agile methodology, tools, and frameworks, i.e., Scrum, Kanban
Experience working for Federal, or State government is preferred
Experience with software implementation projects and with Cloud technologies

Experience in development of procurement related documents including RFP and evaluation criteria. Highly desired 5 Years
Demonstrable analytical skills and an attention to detail. Required 7 Years
Excellent creative thinking and problem solving skills Proactive, quality oriented, with demonstrated leadership and team building skills. Required 7 Years
Experience working for State government Highly desired 5 Years
Ageing Resource Management experience - Desired Desired 3 Years
Knowledge Creating Context Diagram and Functional decomposition Required 5 Years
Demonstrated experience with both waterfall and agile projects Required 5 Years
Comfortable working in an environment that is driving toward agile transformation while continuing to operate within a mature waterfall structure Highly desired 3 Years
Experience with Jira, SharePoint, Octane, ALM and other tools Highly desired 4 Years
Experience with software implementation projects and with Cloud technologies Required 3 Years
