TITLE: Human Resources/Benefits Administrator

II. KNOWLEDGE / SKILLS / EXPERIENCE/ OTHER REQUIREMENTS:
- Minimum high school diploma or general education degree (GED) with the completion of some coursework at the college level; bachelor’s degree preferred.
- Two (2) years' general work experience in human resources, payroll and personnel management; OR
- Knowledge of federal and state regulations, filing and compliance requirements affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, SECTION 125, Workers Compensation, Medicare, DOL requirements and Service Contract Act (SCA); OR
- Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
- Computer proficiency and technical aptitude with the ability to utilize Microsoft Office, Excel, and Power Point; also experience with HR and/or Payroll systems required.
- SHRM Certified Professional (PHR) preferred.
III. ESSENTIAL FUNCTIONS:
- Responsible for employee relations, provides advice and counsel on personnel issues.
- Proposes, publishes and administers personnel policies; maintains Employee Handbook with updated resolutions and other pertinent information, as needed.
- Stays current on recent federal, state and case law changes and monitors labor law updates and newsletters for changes that affect HR or benefits programs.
- Prepares, recommends, and maintains records and procedures for controlling personnel transactions and reporting personnel data. Processes all new employee, termination and change-of-status forms and maintains all personnel files.
- Develops and maintains affirmative action program; files EEO-1 and Vets-100 reports annually; maintains other records, reports, and logs to conform to EEO.
- Directs benefits administration, obtains bids upon renewal, confers with management regarding benefits costs, makes recommendation as to employer/employee cost sharing, performs open enrollment and benefits meetings, processes applications.
- Administers various employee benefit programs, such as group insurance, life, medical and dental, accident and disability, 401(k), and flexible spending accounts (FSA’s). Maintains employee medical/benefits files.
- Processes and administers all leave of absence requests - medical, personal, disability, FMLA – and short or long-term disability paperwork. Effectively interprets FMLA and ADA requirements as they apply to individual leaves of absences/disabilities.
- Monitors workers' compensation claims and coordinates between employee and insurance carrier.
- Monitors unemployment claims and handles appeals.
- Monitors performance appraisal programs.
- Assists in payroll processing.
- Maintains complete attendance records.
- Coordinates recruitment efforts with hiring managers: assists in creation of job descriptions and job postings; screens resumes and applications; coordinates interviews; runs initial background/credit screenings
- Verifies I-9 documentation and runs E-verify for new hires; conducts orientation programs.
- Develops training curriculum and coordinates training sessions on various HR and management topics.
- Develops and implements record retention procedures.
- Coordinates employee appreciation events.
- Serves as back-up Facility Security Officer (FSO) for setting up and reviewing candidates for DOD or other government clearances.
- Performs other duties as assigned.
IV. SHARED DUTIES:
- Greet and screen incoming visitors/customers.
- Answer multi-line telephone, take accurate messages and relay telephone calls.
- Distribute incoming mail.
- Perform other duties as assigned.
V. PHYSICAL REQUIREMENTS:
- Bend and lift boxes weighing up to thirty-five (35) pounds from floor to table.
- Bend and twist to remove items from boxes on floor and place on table or desk.
- Ability to sit for seven (7) hours with two fifteen (15) minute breaks and a thirty (30) minute break – up to three (3) hours at a time
