Position Overview And Primary Duties And Responsibilities (essential Functions)
The Export Control Compliance Analyst (EECA) reviews, analyzes, and approves all export actions to ensure compliance with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) as they apply to operations within Alutiiq, LLC, its subsidiaries, and their operating units. Duties and responsibilities include, but are not limited to: developing, implementing, reviewing, distributing, and updating the Corporate Export Compliance program documentation. The EECA will also train colleagues on applicable export compliance related processes, procedures, and policies. The EECA will review documents regarding export control policies, regulations, and U.S. Laws. They will provide analysis of export control requirements and considerations for various Alutiiq, LLC programs in support of our varied customer requirements. The EECA will also determine jurisdiction and classifications of hardware, software, and other technologies and materials. The position will require experience with ITAR and EAR program management within a Federal Government contractor, including, but not limited to export authorizations, export documentation, and other related export compliance functions.
The EECA must be able to work under minimal day-to-day supervision and achieve the required result. The EECA must exercise discretion and independent judgment with respect to managing each activity and must communicate in a professional and effective manner with senior officials, coworkers, and outside agencies. This position will work closely with leaders across subsidiaries and at the corporate level to ensure trade compliance programs are developed and executed across all of Alutiiq, LLC. A high degree of flexibility with the ability to respond to changing priorities is important.

Primary Duties And Responsibilities
- Oversees export compliance-related activities necessary to ensure exports of technology are conducted with reasonable care (e.g. export documentation review/audit and the export classification process).
- Interprets, applies, and complies with Export Administration Regulations, U.S Customs Regulations, Foreign Trade Statistics Regulations and other applicable government agency requirements for export of goods, technology and software.
- Assists in development and enforcement of internal controls related to export compliance.
- Supports Project and Program Managers with classification/categorization of export related actions to ensure proper export related actions are taken.
- Ensures contract required documentation is complete for all projects and regulatory applications and RFIs/RFPs.
- Evaluates sophisticated international business requirements, products, and strategies to ensure compatibility with trade law and to access risk vulnerabilities.
- Serves as the Empowered Official for transactional compliance with export regulations, license preparation and processing, and the use of exemptions and exceptions in lieu of licensing for business area.
- Performs day-to-day working level licensing management, performs application actions within DECCS, works with the government to obtain approvals, supports the post-approval process, and performs other agreement-related activities.
- Participates in drafting, submitting, tracking, and managing ITAR and EAR export authorizations and evaluating the use of exemptions and exceptions.
- Maintains records in accordance with 22 C.F.R. parts 120-130, 15 C.F.R. parts 730-744 and Alutiiq, LLC policy.
- Bachelor’s level degree in a technology, compliance, or contractual field, or equivalent work- or education-related experience.
- Minimum of four years of experience in export compliance related activities, ITAR Exemption, and EAR Exception reviews.
- Skilled in analyzing information, problems, situations, and procedures to define a problem or objective and formulate logical and objective conclusions and solutions.
- Experience working and contributing to export control compliance in a federal environment.
- Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate to technical and nontechnical audiences.
- Must be a critical thinker, with strong problem-solving skills.
- High level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgment and maturity.
- High degree of initiative, dependability, and ability to work with little supervision.
