Job Summary

Purpose and Scope:

 

Supervises and coordinates activities of 55 or more crafts people involved in facility maintenance, quality assurance and safety programs, to include policies, processes, procedures and controls. Ensures contract performance conforms to established standards and governmental agency guidelines, guaranteeing lasting customer satisfaction.

 

Essential Responsibilities:

  • Determines work procedures, prepares work schedules, and expedites workflow.
  • Issues written and oral instructions.
  • Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Studies and standardizes procedures to improve efficiency of subordinates.
  • Maintains harmony among workers.
  • Prepares composite reports from individual reports of subordinates
  • Adjusts errors and complaints.
  • Visits job sites to ensure all safety precautions are being implemented to eliminate and prevent injury.
  • Inspects work sites during and after completion to determine quality and completeness.
  • Reviews all work order, labor time sheets and material requests for accuracy before submitting to work control for action.
  • Supervises quality assurance/quality control (QA/QC) functions for assigned program IAW with applicable customer regulations. Provides guidance and direction to achieve compliance with all applicable safety and quality standards.
  • Coordinates and performs audits on Quality/Safety/Environmental programs and develops trend analysis reports.
  • Conducts quality and safety inspections/audits of contract operations and subcontractors.
  • Prepare, maintain, enforce, and update the QC and Safety plans to drive performance using applicable ISO standards across the program.
  • Establishes and communicates program metrics as needed.
  • Maintains awareness of regulatory changes and disseminates safety-related bulletins, technical changes and literature to work site personnel.
  • Empowers workforce with stop work authority for quality breaches.
  • Ensures compliance with company policies and procedures.
  • Ensures OSHA, FOD, mishap, injury, incident, HAZMAT and adverse trend reporting. As needed, oversees and investigates mishaps and injuries.
  • Provides response to customer concerns and findings. Tracks corrective actions taken in response to internal and customer audit findings.
  • Monitors quality deficiencies and coordinates corrective actions.
  • Provides leadership and knowledge to staff members and teams as necessary.
  • Strong working knowledge of OSHA Regulations and Environmental Regulations is required.
  • Exceptional communication skills, leadership abilities, and personnel management skills are required. Must be capable of developing and administering computer products such as “Microsoft Office (MS Word, Excel & PowerPoint).
  • Interfaces with Union representatives to ensure adherence to union agreements and negotiated requirements.
  • Perform all other position related duties as assigned or requested.

Work Environment, Physical Demands, and Mental Demands:

 

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication and constant mental alertness. Must possess planning and organizing skills.  Must be able to work under deadlines. Position requires routine travel to site operating locations.

Procedure Compliance - Each employee must read, understand and implement the general and specific operational, safety, quality and environmental requirements of all plans, procedures and policies pertaining to his/her job.


Minimum Requirements

  • Must be a United States citizen.
  • Must have a High School Diploma or Equivalent.
  • Must have at least 3 years experience in facility maintenance.
  • Must pass a pre-employment drug screen and a government background check.
  • Must be able to read, speak and write English.
  • Must be able to obtain and maintain a Secret Clearance if required. 
  • Must be willing to work on shifts, weekends and travel as required.
  • Must have at least 2 year’s experience in the facility maintenance trades
  • Must have related experience and/or training; or equivalent combination of education and experience.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instruction, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discount, interest, commissions proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
