Reporting and EPS Analyst Position Description
PLEASE NOTE - THIS IS A PART-TIME POSITION - 20 HOURS A WEEK
Background
The mission of the Department of Veterans Affairs (VA) is to provide services to more than twenty-seven million veterans who have so unselfishly served their country. To accomplish this mission the products and services of industry are required by a nationwide system of hospitals, clinics, data processing centers, and national cemeteries which require a broad spectrum of goods and services. Within VA is the Office of Information & Technology (OI&T). The current OI&T organization will help evolve business processes to reflect the industry’s best practices. Information Technology Budget Finance (ITBF) is an organizational element within OI&T and plays a significant role in developing and implementing projects and providing services that meet Department-level mission and goals. ITBF is the provider of choice for VA software solutions. They provide secure, reliable, well-designed enterprise application software and services that deliver accurate, consistent, and timely information to meet our commitments to Veterans and achieve the goals of VA.
Scope
AMSG provides support services to assist the VA OIT with investment management, and capital planning including analysis and impacts of changes to the OMB guidance related to the annual and Passback submissions to OMB, reporting, and Enterprise Project Structure (EPS)/Change Control Board (CCB). To do so, the office utilizes several databases for enterprise analysis and reporting. Guidelines such as time frames, format, and content for the reports are defined by IORB management. Reports will contain analysis based on data extracted from various systems including but not limited to the VA PARS database using Business Intelligence access, Folio, SharePoint, EPS, OMB Monthly extracts, Budget Tracking Tool (BTT), Apptio, and other sources as identified. The team collects, validates, prepares, and analyzes data for the required reports in a time frame that allows for management review and approval before the published due date.

Responsibilities Include:
- Assist in responding to internal and external inquiries by providing data collection, analysis, compilation, manipulation, trend analysis, and validation.
- Provide accurate, timely, and complete information supporting IORB reporting requirements.
- Consolidate, validate, and prepare investment/project-level reports for IORB management review.
- Establish, document, and apply a standardized collection and reporting process and associated tools that enable efficient consolidated reporting and future retrieval and use of this data.
- Perform validations to ensure:
- Report is accurate, complete, clear, concise, and consistent with applicable VA policies and guidelines
- Any deficiencies are resolved, and a report is submitted for management review at least 2 days before outside office due date.
- Maintain process documentation to reflect current processes for all report creation.
- Any changes to the process shall be coordinated with IORB Management promptly.
- Provide Dashboard Quality reports identifying and analyzing discrepancies between data in the VA PARS Dashboard and the data submitted to OMB and others monthly or as requested.
- Assist in resolving issues with IT Dashboard Data Quality Reports
- Enter, maintain, and analyze data, create queries, and produce custom reports such as statistical summaries and comparisons from databases.
- Maintain various client systems and SharePoint sites
- Assist in database development
- Bachelor’s Degree
- 1-3 years in government consulting; recent experience with the Department of Veterans Affairs preferred
- Experience in areas such as IT Governance, and program management support
- Advanced skills in MS Excel
- Experience using MS Office Tools Suite (Word, Excel, PowerPoint, Outlook)
- Excellent organizational, analytical, and communication skills
- Exhibits the capability for strong focus and attention to detail and is proficient with numerical analysis.
- Ability to obtain a Public Trust clearance
