ANGELINA COUNTY COMMUNITY SUPERVISION & CORRECTIONS DEPARTMENT

JOB TITLE: Community Supervision Officer

BASIC RESPONSIBILITIES:

Under the general supervision of a Casework Supervisor the COMMUNITYSUPERVISION OFFICER will perform moderately complex social service work in providing supervision, counseling, and absconder recovery to felony and/or misdemeanor offenders.

SALARY: Grade IV

EXAMPLES OF DUTIES:

♦ Performs moderately complex social work in interviewing and counseling offenders both formally and informally, and provides casework services in accordance with statute, CJADStandards and/or departmental policy specific to the caseload assigned,

♦ Works cooperatively with law enforcement agencies in identifying the whereabouts of offenders who have absconded from the courts’ supervision,

♦ Conducts Needs/Risk Assessments and Reassessments on each offender assigned to caseload in accordance with departmental policy and C.J.A.D. Standards,

♦ Develops, reviews and implements supervision plans for those offenders assigned to caseload in accordance with departmental policy and C.J.A.D. Standards,

♦ Conducts SCS interviews and administers Substance Abuse Evaluations (SAE’s) in compliance with departmental policy, court orders and C.J.A.D. Standards,

♦ Supervises offenders by visits to homes and/or jobs in compliance with C.J.A.D. Standards and/or departmental policy,

♦ Assures that offenders comply with all conditions of supervision imposed by the court,

♦ Administers and scores the Substance Abuse Subtle Screening Inventory (SASSI) and or other standardized instruments as directed on all offenders placed under supervision,

♦ Conducts courtesy case intake interviews as assigned and maintains supervision for such courtesy cases by extending the same level of services afforded persons placed under supervision from Angelina County courts,

♦ Participates in unit meetings and case staffing as directed,

♦ Accurately prepares and submits violation reports and other documents to the courts as necessary,

♦ Ensures that due diligence is exercised and documented in the pursuit of absconders by: a. Making telephone inquiry to offenders’ last known phone number and encouraging their return to supervision, b. Sending letters to offenders’ last known address and encouraging their return to supervision, c. Conducting field visits to offenders’ last known address and confirming their presence or absence, d. Calling offenders’ listed references in an effort to determine their location.

♦ Performs the functions of intake duty officer and court duty officer as directed,

♦ Documents recovery procedures implemented in respective case files,

♦ Maintains accurate records of successfully recovered fugitives on a monthly basis,

♦ Maintains accurate, up-to-date records to document progress of the offender in accordance with departmental policy,

♦ Maintains accurate records on the number of absconders located, but not arrested and the reasons why and their final dispositions,

♦ Coordinates administrative summons for offenders with management in accordance with policy and procedures,

♦ Conducts computerized criminal history checks on offenders,

♦ Assures that appropriate and accurate computer data entry is made for caseload maintenance,

♦ Obtains updated offender information and performs data entry on computer,

♦ Attends and participates in ongoing training as directed and/or approved,

♦ Coordinates the review of cases on located absconders with prosecutors regarding execution or dismissal of warrants,

♦ Maintains accurate statistical records as required by the Department, C.J.A.D., and other regulatory agencies,

♦ Visually monitors the collection of urine samples to prevent adulteration,

♦ Implements procedures for updating case files on a regular basis for maintaining traceable offender information,

♦ Provides accurate and objective court testimony as required,

♦ Maintains indirect absconder caseload and prepares monthly report,

♦ Develops and writes PSI reports as assigned,

♦ Participates in community relations with surrounding police departments as directed,

♦ Performs other duties as assigned.

REQUIREMENTS:

Education and Experience:

Possession of a bachelor's degree conferred by a college or university accredited by an accrediting organization recognized by the Coordinating Board, Texas College andUniversity System.

If the bachelor's degree is not in criminal justice, criminology, corrections, counseling, human services development, pre-law, law enforcement, police science, law, social work, public administration, rehabilitative studies, psychology, sociology or a related field that has been approved by the TDCJ-CJAD director, one must have: a. One year of graduate study in one of the aforementioned fields, or b. One year of experience in full time casework, counseling, or community or group work, or c. Other education or experience, documented by letter in the employee’s personnel file, and signed by the CSCD Director, which indicates that they were the most qualified applicant at the time of hiring.

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES:

♦ Ability to work independently and efficiently, yet as part of a team,

♦ General working knowledge of case management techniques,

♦ Ability to type and possess general working knowledge of computers and data entry,

♦ An understanding of human behavioral patterns and the ability to apply good judgment in dealing with the problems of individual offenders,

♦ Ability to assess the needs of individual offenders, and to utilize available continuum of sanctions in meeting those needs in a firm, but rehabilitative manner,

♦ Ability to maintain effective working relationships with officials of other county, state, municipal and civic organizations and other agencies,

♦ Ability to maintain effective working relationships with other Angelina CSCD personnel,

♦ Willingness to work evenings or weekends as necessary to provide quality supervision of offenders,

♦ Ability to read, speak, and write the Spanish language fluently in addition to English language is preferred.

♦ Must be able to effectively handle multiple tasks in a high stress environment;

♦ Must be able to effectively communicate with offenders and the public;

♦ Must be able to read, speak, hear, and write the English language;

♦ Must have the physical/mental ability to repair/perform minor maintenance on department vehicles (i.e., flat tire, checking oil, fueling, etc.);

♦ Must be able to sit or stand alternately for extensive periods of time;

♦ Must be able to bend, reach, pull, and push to properly and safely file materials on a continuing basis;

♦ Must be able to move, lift, and carry up to 25 pounds for short periods of time;

♦ Must be able to tolerate a moderate noise level in a confined work environment with no windows or natural lighting; and

♦ Must be able to use a computer, copier, fax machine, and telephone on a continual basis.

ADDITIONAL REQUIREMENTS:

Must possess a valid Texas Driver's License (if employee is coming to this position from another state this requirement must be met no later than thirty (30) days following date of hire).

Must have access to an automobile that can be used while on duty in the event department vehicle is unavailable.

Must have a telephone number at which he/she can be reached.
