    SALARY: $152,250 - $173,250 (Commensurate with Experience & Qualifications)

    REPORTING TO: The Superintendent of Schools
    SUMMARY:
    The Ann Arbor Public Schools is a PK - 12 school district well-known across the country and around the world for a long tradition of educational excellence; the AAPS serves more than 16,000 students at 31 campuses in Ann Arbor, Michigan, home to the University of Michigan. The Assistant Superintendent is an Executive Cabinet-level position that serves as the Chief Human Resources Officer for the school district and reports directly to the Superintendent.

    QUALIFICATION REQUIREMENTS:

    To perform this job successfully, a candidate must be able to perform the essential duties. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    PROFESSIONAL QUALIFICATIONS:
    • Bachelor's degree in education with 5 years of successful teaching experience and current teaching certificate is preferred.
    • A Master’s degree or higher with an emphasis in personnel and/or labor relations, school administration or comparable alternative
    • At least 5 years of senior management experience; at least 2 years in Human Resource/Labor Relations is preferred, including managing an office of 6-10 employees
    • Demonstrated knowledge and application of Human Resource policies, practices and procedures related to benefits and payroll; and familiarity with school accounting.
    • Demonstrated ability to work effectively with the executive staff and district administrative teams.
    • A high level of administrative skills in leadership, planning, coordinating, implementing, and directing, etc. to ensure compliance with all district policies and practices as well as state and federal employment statutes.
    • Must have effective verbal, written, and interpersonal communication skills.
    • Must have professional maturity and high levels of discretion, integrity, and organizational skills and, a clear understanding and acceptance of the heavy workload and substantial time commitment beyond a “normal” work week.
    • Must be skilled in conflict resolution to bring about resolution to a myriad of issues that develop in a unionized environment and develop alternative and reasonable solutions to these issues.
    • A solid understanding of processes and procedures for the recruitment, selection, induction, and assignment of employees.
    • Must have an extensive knowledge of state and federal employment compliance and labor laws.
    • Must have a demonstrated skill in collective bargaining with a variety of employee groups, including both certified and non-certified.
    • Must have successful experience with ongoing labor relations, contract administration, and grievance processing and prefer training in the IBB bargaining process.
    • Must possess a good understanding of technology and an ability to quickly learn a number of personnel technology processes that are used for day-to-day personnel/labor relations issues.
    • A working understanding of the various personnel issues such as compensation, benefits, worker compensation, unemployment, etc, in order to be able to supervise the work in those areas.
    • A demonstrated ability to effectively anticipate, develop, communicate, and implement the strategic goals of the district.
    • Lead process for recruitment and selection of school administrators.
    • Working knowledge of employee evaluation processes, including teacher and administrator evaluation.
    • Working knowledge of Workers’ Comp, Section 504, ADA, and Title IX.

    CERTIFICATES & REGISTRATIONS
    Candidates with HR Certifications are highly preferred.


    PERFORMANCE & RESPONSIBILITIES:
    • District employee who directs negotiations with outside counsel for (AAAA, AAEA/P, AAEA/OP, ASCSA. AFSCME-TSP, ASCSA) and serve as an integral part of the district's bargaining team for the AAEA to arrive at mutually satisfactory agreements.
    • Serves as an integral part of the Superintendent's leadership team.
    • Serves as district lead for grievances and cases which result in arbitration and mediation.
    • Is responsible for conducting or directing investigations of claims of discrimination, hostile work environment, harassment or any other claim reported to Human Resources.
    • Coordinates hiring of professional employees with Director, Human Resources; Coordinates hiring of support staff with other HR personnel; Assists in the hiring of administrators, supervisors.
    • Coordinates the process of employee resignations, terminations and leaves.
    • Coordinates, manages, and conducts internal investigations
    • Coordinates and oversees the Worker's Compensation Program.
    • Is responsible for Supervision of Family Medical Leave Act (FMLA) and other Leaves of Absences
    • Processes recommendations for the discipline and/or termination of employees, assembling substantiating information, and arranging and conducting conferences and hearings.
    • Coordinates contract administration with employee classifications.
    • Addresses retention, employee engagement, training and development, compliance, and performance management.
    • Maintains up-to-date District Policy and Procedure Manuals.
    • Assists in screening and reviewing job applicants and identifies candidates; Schedules and conducts interviews.
    • Assists in the teacher placement process, teacher evaluation process and administrator evaluation process.
    • Monitors and evaluates problems, conditions and needs of the Human Resources Department.
    • Manages compliance issues including, but not limited to, Title IX, Section 504, Right to Know, Affirmative Action, Sexual Harassment, etc.
    • Attends School Board meetings as necessary and serves to actively improve communication, cooperation, and planning in the District; Coordinates Title IX and 504 for employees in the district.
    • Ensures proper adherence to District Policy and procedures and ensures proper adherence to applicable contract language that is in effect for the District.
    • Assists the FOIA Coordinator in preparing responses for information requested under the Freedom of Information Act.
    • Serves as Compliance Officer for Americans with Disabilities Act.
    • Regular and consistent attendance.
    • Other duties as assigned.

    LANGUAGE SKILLS:
    Read, analyze, and interpret financial statements, professional journals, technical procedures, and governmental regulations.
    Communicate effectively and present information both in oral and in written form.
    Strong written and verbal communication skills.

    REASONING ABILITY:
    Define problems, collect data, establish facts, and draw valid conclusions.

    OTHER SKILLS and ABILITIES:
    Perform duties with awareness of all district requirements, Superintendent, and Board of Education goals and policies.
    Broad knowledge of technology applications.
    Knowledge of school software systems.
    Self starter and demonstrates initiative.
    Demonstrated experience in problem solving.
