- Under the direction of the Director of Finance, Procurement and Business Services, facilitate the timely and accurate procurement of supplies, equipment and services through requests for information, competitive bids, informal quotations and cooperative programs. Duties include, but not limited to, collaboratively preparing specifications; advertising; conducting vendor meetings and public bid openings; analyzing, calculating bid pricing, tabulating price quotes; interviewing, researching, negotiating with; and recommending vendors and facilitating contract development
- Ensure compliance with federal and state procurement laws, Board of Education policies and regulations, and department policies and procedures
- Operate the district purchasing card program, including employee training, problem solving, communications to staff, auditing transactions, and recording journal entries
- Maintain vendor files and E-Suite in ERP and conduct training for staff and vendors
- Analyze, identify and implement cost saving opportunities and process efficiencies
- Work collaboratively with District departments, vendors and stakeholders to maintain effective communications and resolve issues.
- Support budget managers in purchasing decisions
- Maintain department records and assist with audit process
- Manage disposal of surplus equipment
- Provide support to the Director of Finance, Procurement & Business Services for contract administration on long-term purchases including but not limited to, maintenance agreements, copiers, print services, and vending machines
- Provide support to Director of Finance, Procurement and Business Services for technology improvements, staff training, budget analysis, account reconciliation, purchase order approvals, and accounts payable approvals and audits

QUALIFICATIONS:
The following is a list of qualifications for the position, any of which may be waived by the Board of Education in exercising its prerogative to determine qualifications.
General Description:
Under the supervision of the Director of Finance, Procurement & Business Services, the Buyer is responsible for purchasing supplies, equipment and contracted services in support of District programs in compliance with federal and state laws, and district policies and procedures. The Buyer contributes to District outcomes and the success of each student by ensuring each purchase derives maximum benefits. The Buyer shall cultivate an organizational mindset, in which respects diversity, celebrates and benefits from a rich, diverse learning and work environment, and understands that diversity strengthens the organization.
Essential Duties and Responsibilities:
Education and Experience:
Associates Degree in Business, Finance, or related field with purchasing experience; or three years’ public purchasing experience; or five years’ related public-school business office experience
Successful purchasing-related experience, including competitive solicitation development, facilitation, and award, contract management, and vendor relations; public school experience preferred
Certification as an MSBO Certified Purchasing Officer, or commitment and eligibility to attain within three years of hire
Certified Professional Public Buyer (CPPB) a plus
Demonstrated ability to organize projects and follow to conclusion, in a timely and accurate manner, with an emphasis on customer service
Proficiency in Excel and Microsoft Word
