Position Summary
The Director of Emergency Medical Services is responsible for the overall planning, development, and implementation of the curriculum for the Emergency Medical Responder (EMR), Emergency Medical Technician (EMT) and Paramedic programs, including oversight of the clinical education component. The director is responsible for ensuring
that the program complies with program accreditation standards, Maryland Higher Education Commission (MHEC) regulations, Code of Maryland Regulations (COMAR), and licensure requirements; preparing and administering the program budget; recruiting, hiring, and training EMS faculty and/or staff; recruiting students, implementing program admissions
policies and procedures; and for the overall management of the program. In addition, the director cultivates relationships and partnerships with community agencies, participates on external boards and/or affinity groups, liaises with the local county and city fire departments, and interfaces with governmental and political representatives.
This position reports to the Assistant Dean of Health Science Technology and EMS.
Daily Supervision: Assistant Dean of Health Science Technology and EMS.

Job Duties and Responsibilities
Provide strategic vision, leadership, and management of the Department of Emergency Medical Services and all related programs and courses in accordance with the mission and vision of the college, school, and department. Prepares, manages, and administers the program budget; recruitment, hiring, and training of EMS faculty, instructional staff, and/or staff; recruits students; implements program admissions policies and procedures; and for the program's overall management. Cultivates relationships and partnerships with community agencies, participates on external boards and/or affinity groups, serves as the liaison with the local county and city fire departments, and interfaces with governmental and political representatives.
Direct the planning and development of program curriculum in accordance with college policy, accepted standards of practice, and the requirements of the Commission on Accreditation of Allied Health Education Programs (CAAHEP), the Committee on Accreditation for the Emergency Medical Services Professions (CoAEMSP) and National Registry of Emergency Technicians. Ensure all national and state requirements are incorporated into the curriculum. Manage the AACC internal program review process for the programs.
Conduct continuous, systematic review and evaluation of the curriculum and courses for each department program. Oversee the learning outcomes process for each department program.
With diversity, equity, and inclusivity in mind, recruit, screen, and recommend candidates for full-and part-time faculty, instructional staff, and/or staff positions. Supervise and evaluate program faculty and instructional staff. Make recommendations for promotion, tenure, teaching excellence, and other awards. Provide guidance for faculty and ensure all college, school, and departmental policies are followed. Follow program and college protocol regarding issues that arise.
Ensure policies, procedures, and didactic and clinical curriculum meet industry needs while also ensuring students progress in the programs. Identify and implement strategies for student recruitment, retention, equity, inclusion, and completion.
Participate on college and school-wide committees work groups, and professional associations and organizations at the campus, state, regional, and national levels.
Diplomatically liaise with external entities such as federal, state, and local agencies to create and/or strengthen partnerships with the program and college. Ensure the program has an active and diverse advisory board.
Develop short-and long-range planning objectives for the department and programs. Prepare, submit, and administer the department's budget annually. Manage lab fees, evaluate all resources needed for effective curriculum delivery, and make recommendations for change.
Participate actively in the development of departmental publications, including marketing brochures, catalogs, schedules of classes, admission requirements, webpage content, and other publications/documents.
Ensure program and student files are maintained according to college, School of Health Sciences, and accreditation standards. Maintain all program files, records, reports, course outlines and course syllabi. Serve as an instructor in the program with a three-semester hour or equivalent load.
Required Qualifications:
Master's degree or higher
Minimum of five to ten years of relevant experience
National registry of EMT, paramedic certification; Maryland paramedic certification preferred
Experience with curriculum development; learning outcomes assessment, program evaluation, college governance and collaborative partnerships.
Excellent oral, written, and interpersonal communication skills, including the ability to make public presentations.
Excellent organizational, problem solving and conflict resolution skills, leading to enhanced management and leadership effectiveness.
Demonstrated ability to advance a project or assignment from inception to completion.
Demonstrated commitment to collaborative management, team building, and consensus building. Clear and consistent demonstration of equity, diversity, and inclusion.
Experience in a leadership role in higher education or in a healthcare setting including experience with strategic planning, budget preparation and working with agencies including but not limited to state and local government organizations, politically, appointed and elected personnel.
Preferred Qualifications:
Experience in a supervisory position in an institution of higher education or a healthcare field
Evidence of familiarity and/or teaching excellence with adult learnings and dual enrollment learnings in multiple formats (i.e., online, face-to-face, hybrid)
Demonstrated commitment to the philosophy and mission of the comprehensive community college
Experience with promotion and tenure process.
MICRB (Maryland Instructor Certification Review Board) Certification.
