Title: Contracts Manager

The Contracts Manager will lead day to day management of contracts department and manage contracts from cradle to grave.

Contracts Manager Duties:
- Review and negotiate new agreements, ensure that the agreements and contracts are worded clearly and that the risks in terms and conditions are appropriately minimized. Support generally covers the full agreement life cycle from getting an award through closeout for all contracts.
- Manage the completeness and accuracy of all contractual documents including subcontracts, for purpose of audits and senior leadership reporting.
- Create brief compliance profiles for new and ongoing projects for reference and guidance of Program Directors and Program Operations staff and update them as necessary.
- Receive, prepare, review with relevant departments, and administer Teaming Agreements and Non-Disclosure Agreements with potential subcontractors or prime contractors.
- Ensure contract compliance working closely with the Operations team.
- Review overall contract requirements, hours, rates, contract amounts etc.
- Maintain compliant contract and subcontract files in accordance with government approved standard requirements; responsible for following the file structure for contracts department and maintenance.
- Manage and execute contract and subcontract closeouts.
- Work with Accounts Receivable/Accounts payable to assist with client invoices according to contract requirements.
- Work with team members to support back-office operations and program/project management needs, as necessary.
- Interpret and determine applicability of contract clauses.
- Monitor and ensure compliance, in a proactive manner, with Federal Acquisitions Regulations (FAR), and monitor small business utilization and reporting, and other new compliance requirements from the clients.
- Suggest, develop or contribute to development and refinement of policies, business processes, templates and guidance documents related to procurement, contracts, and compliance thereof.
- Strengthen, manage and/or support project start-ups and close-outs.
- Lead and set tone companywide to provide training to operational department to earn client EXCEPTIONAL CPARS.
- Other duties as assigned.
Proposal Related Effort /Duties:
Assists Proposal department with review, compliance and any artifacts that are needed from contractual perspective.
Responsibilities include:
- Assist the Proposal department in all proposal efforts.
- Write/edit/rewrite documents, as needed.
- Assist in the creation and review of a proposal outline that will be used as a key document design and control medium.
- Assist in analyzing the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs.
- Participate in regular proposal progress status meetings and proactively provide information needed to ensure proposal compliance.
- Any other duties as assigned.
Education: Bachelor's degree in a business law, Contracts Management or related area
Must have:
- Extreme attention to detail.
- Exceptional written and Oral communications skills
- Ability to write and read legal documents and MUST HAVE prior experience in federal contracting.
- Advanced level proficiency in using Microsoft Office, particularly Word, Excel and other desktop publishing tools.
