Cost/Price Analyst (Contingency hire)
Location/Area: Fort Belvoir, VA
Description: The National Geospatial-Intelligence Agency (NGA) has a responsibility to provide the products and services that decision makers, war fighters, and first responders need, when needed. NGA is responsible for the acquisition of systems that advance a national leadership role in the imagery, imagery analysis and geospatial sciences. The Office of Contract Services (OCS) supports NGA’s mission by providing innovative business strategies, agile procurement solutions, and developing and implementing the agency procurement policy/processes while ensuring there are effective and accountable procurement actions throughout NGA. Under the Department of Defense (DoD) contracting authority, OCS provides pre- and post-award procurement support for all of NGA’s requirements. The Contractor shall assist senior level personnel, middle management, junior personnel, and developmental contracting specialist (Interns) in processing unclassified and classified procurement actions from cradle to grave
Responsibilities:
- Assist in the evaluation of cost/price data for all pre-award contracting activities up to an including contract award
- Assist in establishing cost/price language for solicitation/contracts
- Assist in establishing standard templates for proposals, labor categories and rates.
- Assist in developing new tools to support Cost/Price and other areas as necessary.
- Review and evaluate contract cost/price proposals for adequacy and compliance with laws and regulations - Cost Accounting Standards (CAS)
- Perform price/cost analysis on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements
- Assist in the development of and/or make recommendations for the price/cost objectives to be used in negotiations
- Utilize Excel when establishing spreadsheets
- Provide advisory and/or negotiation services relative to a variety of complicated cost or pricing issues
- Provide a forecast of price trends, economic factors and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models
- Request, coordinate and integrate into a comprehensive pricing report the various technical evaluations of cost elements such as engineering; start-up labor; facilities; subcontractor overhead and profit; inefficiencies of idle labor; special delays and standby costs; escalation factors; home office allocations; job site/field service costs; overhead; and profit; and
- Evaluate financial statements, commercial credit reports, cash flow, and other financing arrangements (such as guaranteed loans) to establish the contractor's financial capability to successfully perform the contract to completion.
- Some travel to Chantilly, VA and St. Louis, MO may be required
Qualifications/Requirements:
Active Top-Secret Security Clearance- Master’s Degree in accounting, operations research, or similar field
- Minimum of eight (8) years of experience using cost and price analysis techniques to analyze cost elements in proposals/contracts and experience in contract negotiation.
- Must have experience, education, and training equivalent to DAWIA level III in Contracting at the Band IV (GS13/14) level.
- Proficient in Microsoft Office (Word, Excel and PowerPoint)
- Expert knowledge of current DoD contracting procedures, to include the development of competition and acquisition strategies, determine contracting methods and contract types, contract award, contract administration and contract closeout as set forth in the FAR and DFARS
- Firsthand operational experience in contracting for a variety of products and services using a wide range of contacting methodologies.
- Proficiency in preparing all pre- and post- award documentation, and have effective oral and written communication skills.
- Prior contract experience in either the Intelligence Community (IC) or DoD.
- Ability to assist with strategic-level issues, acquisition planning, formulate negotiation strategies, develop negotiation objectives, negotiate various types of contracts, and analyze cost and price data.
