Our Global Supply Chain team is hiring a passionate and driven Spend Governance Manager to perform oversite and spend recovery of Verizon's Construction Programs.
We are creating a centralized function to enhance the oversite and governance functions associated with Verizon's contacted Construction Services Spend using structured price models referred to as matrix pricing. You will be a member of a team contributing to the development and growth of this new function. Using your deep knowledge of Verizon's Construction Matrix pricing structure, RAN construction Work estimating, Construction Management or Project Management, Auditing, and an understanding of construction Suppliers financial risks, you will build and mature the processes, tools, and competencies of a stronger Supplier Management Spend Governance function.
This role will initially focus on identifying supplier overcharges in a spend universe of ~$700-$900M/yr. across ~18 domestic regional markets, developing the risk mitigated plan to recover overcharging from the supply base, collecting and presenting supporting details of overcharges, prepare negotiation support documentation to initiate and defend the recovery of overcharges from the supplier, and ensure a beneficial settlement outcome for Verizon. This role will initially have specific targets assigned for financial recovery to Verizon. As the function matures, targets will focus more internally to aid the regional organizations curtailing overcharging before it occurs.
In this role, you will act as the central spend governance contact and will need to engage with multiple stakeholders across the larger VZ RAN (wireless) and Global Supply Chain / Sourcing organizations. You must be adept at interfacing with regional Engineering teams, Engineering Leadership, Services Sourcing organization, Legal & Contract Managers, and comfortable engaging and negotiating with the leadership of Construction Service providers.
You will be need to be familiar with accessing Verizon's Construction Management (FUZE) and Financial Systems (SAP, QLIK, PeopleSoft), you will need to be proficient with Excel spreadsheets and analyzing large quantities of data, you will have first-hand knowledge of or experience with construction at Wireless Macro-cell site. Additionally, you will have experience administering Verizon's Services Matrix pricing compensation programs either representing Verizon or a supplier.
As this function matures additional responsibilities will be added that will include; conducting detailed and targeted Price Reviews within a region or for a supplier; establishing a Quarterly Business Review program where performance and best practices are exchanged, promoting process innovation and beneficial Supplier partnerships; and supporting the growth and maturation of a centralized Services Matrix program Center of Excellence which will include building and administering training programs for the Verizon and Supplier Stakeholders.
Responsibilities:
Overcharge Recovery:
• Gather, review, and develop targeted overcharges for Suppliers within a market.
• Analyze rudimentary Excel Reports, Dashboards, Construction Scope documents, and document overcharges.
• Prepare risk impact and mitigation options before seeking overcharge recovery.
• Prepare standard recovery request letters and issue through Verizon Sourcing Dublin.
• Develop Dispute and Recovery negotiation strategy (Letters of Credit, Cash settlement, other)
• Engage with and support the Sourcing contact with the recovery and negotiation process.
• Ensure the settlements are seen through to resolution and market risk is managed
• Manage Stakeholder communications for assigned geographies and Suppliers
• Meet spend recovery targets
Detailed Price Reviews:
• Conduct deep dive price reviews on select projects cross referencing construction drawings, as-built documents, RF Data Sheets, and financial records
• Identify overcharges
• Make recommendations to the local market teams or requests for recovery of the vendors
Build Plan Risk Mitigation
• Identify and share opportunities to coral costs without jeopardizing the supply base conducting the construction activity in a market.
• Assess the risk and timing impact each overcharge recovery request will have on the ability for the local teams to deliver.
MUST HAVE SKILLS (Most Important)
• Six or more years of relevant work experience.
• Self-motivated & results driven with a strong sense of urgency.
• Understanding of and practical experience using Verizon's Construction Services Matrix pricing programs for Macro Modification, Macro Colocation, and/or Small Cell Construction.
• Experience engaging and influencing stakeholders from Regional Senior Leadership to frontline Construction Management.
• Experience in services sourcing with price negotiation and supporting settlements
• Engineering or telecommunications experience with the vendor landscape, methods & procedures and costs associated with construction, installation and maintenance of wireless networks.
• Familiarity with construction and maintenance services contracting methodologies inclusive of cost plus, fixed cost, time and material cost drivers.
• Experience of tower construction estimating methods and tools.
• Knowledge of FUZE PO and SPM system.
• Ability to interpret construction drawings, RF Data Sheets, Bill of Materials, and Purchase Order financial information.
EVEN BETTER IF YOU HAVE:
• Some Auditing and Contract Management experience
• Experience in Supplier Management
• Experience with Negotiated Contract Services settlements
• Experience managing relationships with stakeholders with various and often divergent objectives.
