The Project Safety Engineer is responsible for ensuring that all safety policies are adhered to by all related stakeholders throughout the duration of the project. This position is responsible for developing strategy, designing structure, and establishing assurance as required by the Project and Terminal Leadership teams to ensure the supply chain delivers a safe and healthy Terminal. PRINCIPAL ACCOUNTABILITIES: Collaborate with Operations team to update existing Standard Operating Procedures (SOPs), providing functional expertise to ensure safe operational practices are developed, trained, and implemented. Demonstrate a clear understanding of technology in operational procedures and processes to mitigate identified risks with man vs. machine separation. Define and develop safe access control in modernized areas using risk assessment approach. Represent the Company when interacting with local government agencies, working groups and organizations in coordination with the existing terminal HSSE team. Regularly inspect work, utilizing the full scope of contract terms and conditions to ensure suppliers are meeting the agreed upon safety requirements. Monitor supplier’s timeliness and quality reporting of high severity incidents. Actively participate in reducing Project Incident Rates. Hold pre-execution planning meeting with APMT team and with contractors to review overall site safety program and job hazard analysis for their scope of work, and ensure plans are in place to mitigate risk. Ensure proper pre-planning for all project activities from safety standpoint including third party teams such as suppliers and contractors. Evaluate training needs and make recommendations to contractors and local team. Redefine exceptions procedures to support realistic outcomes in future state of operations. Create and conduct thorough Safety onboarding for key stakeholders. Ensure roles and responsibilities for safety and health are clearly defined and implemented by accountable parties. Lead incident investigation for project related incidents, ensure corrective action identified and closed in timely manner. Design and implement a structure to enable collaboration and communication between all relevant internal/external stakeholders and HSSE. Participate in the creation of HSE best management practices and procedures for the assessment, testing, piloting, and deployment of technologies/software in conjunction to the overall project safety program. Enforce Product/Project Deployment Safety Program and related policies and procedures and implement immediate corrective actions in case of deviation in accordance with area regulations and APMT Global requirements. Facilitate Risk Assessments for Management of Change, and Process Hazard Analysis assessments using techniques such as major accident hazard (MAH), hazard identification (HAZID), inherently safer design (ISD) and hazard and operability study (HAZOP), etc. Create safety reports for the project, analyzing metrics and making recommendations for improvement over baseline. Maintain and apply knowledge of current safety policies, local, state, federal, and corporate health, and safety regulations; escalate safety compliance concerns for legal review where required. Perform all other job-related duties as required. Necessary to perform the requirements of the position: Education – University or higher vocational degree and certification in safety, security and quality management or a technical education with additional high-quality training in the field of HSSE. Experience - Minimum 10 years’ experience in direct, broad management of HSSE with demonstrated skills in directing and monitoring an outsourced supply chain in construction sector, and/or port operations projects when representing the Client or Employer organisation. Electrical and Machine Safety experience, especially in automated applications Understands the tools and techniques used to identify system or process failures that contribute to HSE issues. Experience working with standards such as ISO60204-1, 602061, 13849, 12100 and ISA95. Understanding of project planning, Operating Systems and Lean Methodologies. Functional Safety Engineer or similar certification from a recognized Machine Safety organization such a TÜV. Agility – Take charge personality with ability to build strong working relationships with stakeholders, and to organize knowledge and expertise from internal and external consultants. Collaboration - Strong communication skills with the ability to communicate across the organization with diplomacy at different levels, lead teams, and work with diverse colleagues, vendors, and contractors. Job Type: Full Time Salary: USD 125,000.00 to USD 145,000.00 Benefits: Full time employees are eligible for Health Insurance, Paid Time Off, and 401k Match The above stated pay range is the anticipated starting salary range for this position. The Company may adjust this range in light of prevailing market conditions and other factors such as location.
