The Manager, Payroll & Benefits is responsible for multi-state payroll processing and the day-to-day administration of benefit programs (group health, dental, vision, and long-term disability, life insurance, retirement plans, etc.). This role is Full-Time Exempt and reports to the Director - Human Resources.
The ideal candidate will have experience supervising staff and managing the full scope of payroll and benefits for a large-size (500 ) company and possess advanced knowledge of payroll, benefit, and leave best-practices, laws and regulations. He/she will have a keen attention to detail, have a disciplined approach in managing priorities to meet deadlines and a knack for continuous improvement.
Key Responsibilities include:
- Prepare and perform multi-state payroll processing for 2000 non-exempt workforce. Establish procedures to ensure data integrity, accurate payroll processing (including salaries, benefits, garnishments, taxes, and other deductions), and documentation of records. Complete payroll post-processing (audit, reconciliation, etc.).
- Work closely with HR regarding any discrepancies or issues with the payroll processing as well as hires, terminations, and intercompany transfers.
- Act as the subject matter expert for payroll tax requirements and relevant payroll-related laws such as FLSA, federal and state payroll taxes, IRS-related requirements for pre- and post-tax earnings and deductions.
- Serve as main contact for employees regarding payroll and benefits inquiries, researching and analyzing matters timely.
- Manage and develop payroll and benefits specialist.
- Administer employee benefit programs including medical, dental, vision, life, disability, 401(k), and other ancillary benefits.
- Stay informed of and apply current knowledge of company policies and related government rules and regulations, including FMLA, ADA, COBRA, FLSA, Workers’ Compensation, ERISA, OSHA, and other applicable labor, tax laws, and regulations.
- Coordinate annual open enrollment processes, setting up the enrollment systems, etc.
- Coordinate benefits processing (new enrollments, COBRA, terminations, changes, disability, rollovers, QDROs, distribution, and compliance testing).
- Reconcile vendor invoices, resolve claims, enrollment, and eligibility issues.
- Monitor benefit carrier file feeds to ensure data reflects changes and correct errors and omissions.
- Manage all Federal, State, and Local tax compliance requirements and produce required cyclical reports such as W2, ACA, etc.
- Audit tax filings and file amendments. Research and resolve tax discrepancies related to tax return filings, including penalty notices and abatement requests.
- Collaborate with the Finance department on General Ledger posting, insurance balancing to ensure accuracy.
- Handle the administration of timekeeping required to track LOA and payroll deductions.
- Administer Unemployment claims, investigations, hearings, and other related matters.
- Complete, secure and maintain all regulatory filings and postings and provide data for other required business audits.
- Handle highly sensitive and confidential information professionally and discretely.
- Abide by the policies, procedures, and Code of Conduct of the company.
- Complete any required training.
- Other duties as assigned.
- Travel required is minimal.
Qualifications
Experience
- Multi-state payroll processing, leave, and health and welfare benefits administration experience of large-size (500 ) companies.
- 4 years’ experience with 401(k) administration
- 4 years’ experience with payroll processing systems (HRMS)
- Experience researching, analyzing, and resolving complex payroll and benefits issues independently.
- Experience providing day-to-day support to employee population.
- Experience developing and leading a team.

Education
Bachelor’s degree in Business, Accounting, Human Resources and/or equivalent combination of certifications and experience.
