What are the responsibilities and job description for the Principal Claims Analyst position at APTIM Corp.?
APTIM is looking for a Principal Claims Analyst to provide leadership and coordination of APTIM's internally created schedules and claims within the Resiliency & Infrastructure Solutions (RIS) business line from a Project Controls perspective. Position will also train Project Controls team in area of producing TIAs (Time Impact Analysis), retrospective/forensic claims analysis. The ability to analyze schedule delays along with determining recoverability of costs are essential skills for successful candidate
Major Responsibilities:
- Responsible for the delivery of project planning and progress measurement, ensuring that project procedures and best practices are applied.
- Responsible for the implementation and following of contract scheduling and reporting specifications.
- Schedule planning, development and maintenance of the project Master schedule to meet the project objectives, schedule basis, managing the progress measurement and earned value, schedule reporting, schedule change implementation and developing and maintain the schedule management plan
- Ability to develop contemporaneous Time impact Analysis(TIA), and analyze concurrent delays
- Continuous monitoring of delays and update of impacts until resolution is achieved. Ability to draft and submit change orders, time extensions and claims (requests for equitable adjustments - REAs).
- Understanding of Earned Value techniques. Ability to generate earned value progress reports.
- Build detailed project schedules using CPM method/standard activity coding and work breakdown structures, by identifying tasks/activities, sequencing work packages/activities, developing network models, preparing logic diagrams, estimating activity duration, and establishing critical path and project duration.
- Perform schedule controls by determining critical path analysis, planned value, earned value, schedule variance, schedule performance indices, and schedule risk analysis, and recommend corrective action when required.
- Update project schedules to reflect progress against project plan and prepare management reports.
- Provide schedule information to the Project Controls Analyst for preparation of various project reports including project status reports.
- Attend design and construction review meetings and contribute to the design and construction process affecting timing, sequencing, and staging of contracts.
- Review, analyze, and comment on the Contractor's scheduling submissions as requested, prior to approval.
- Visit sites to ascertain scope and staging of projects prior to tendering the execution schedule, and during the construction phase to review progress.
- Prepare cost-loaded and/or manpower loaded schedules on select projects with data as supplied by the project team.
- Provide specialized scheduling support, such as evaluation of alternative construction scenarios, recovery schedule, time impact and delay claim analysis.
- Provide review, analysis, and evaluation of construction claims, their validity and assess schedule impacts due to changes/claims.
- Monitor schedule compliance and quality and report to the project team regarding deviation from approved project schedule developed upon completion of scope definition.
- Bachelor's degree in a related discipline (e.g. project management, scheduling, engineering, construction),
- Minimum 15 (Fifteen) years of relevant experience in planning, scheduling, cost management and or claims consulting in the engineering/design/procurement of construction projects.
- APTIM strongly recommends, but does not require, that its employees receive vaccination against COVID-19. We do require employees to provide information about their vaccination status, whether vaccinated or not.
Preferred Qualifications
- Formal training/certification in, scheduling, cost management, and project management is considered a definite asset.
- Comprehensive knowledge of practices and procedures involved in the scheduling function, with proven experience in the construction process and technology.
- Hands-on experience in planning and preparing logic diagrams, critical path networks and bar charts, with particular emphasis on detailed construction schedules.
- Demonstrated experience in claims management. Detailed understanding of the claims and litigation process.
- In-depth knowledge and experience with computer-based scheduling systems (Primavera P6, MS Project) and other computerized applications related to the work such as Microsoft Excel (pivot table, vlookup, charts, etc.).
- Demonstrate understanding of and experience adhering to AACE 52R-06 (2006) Time Impact Analysis - As Applied in Construction and AACE 29R-03 (2011) Forensic Schedule Analysis
- Ability to receive and analyze information from numerous sources; sound judgement; strong interpersonal, verbal and written communication skills.
- Ability to lead/train a team of Project Controls professionals in sound scheduling techniques and claims development and analysis.
- Sound understanding of basic engineering and construction methodologies; ability to read construction drawings and specifications.
