Summary:
The Procurement Agent is responsible for Securing Subcontract Agreements, Change Orders and similar procurement documents within the confines of Federal Acquisition Regulations and internal company policies and procedures. APTIM is seeking a candidate with at least 5-7 years of subcontracting and procurement experience in a Government contracting environment to review, negotiate, and administer business aspects, terms, conditions and risk mitigation of client contracts and subcontracts for business line/unit, branch office, and/or program office.
Responsibilities:
- Review government and commercial RFPs, teaming agreements, contracts, change orders and other legally binding documents. Provide advice to management/technical personnel and negotiate agreements with clients.
- Coordinate review of these documents with Legal and Risk Management as necessary. Obtain Certificates of Insurance and Bonds, as required.
- Advise/train technical staff regarding contract administration, risk avoidance, change order management, and cost and pricing.
- Review Job Initiation Forms to ensure that a properly reviewed and approved contract is in place and that the information provided on the form is consistent with that in the contract.
- Provide support as requested in areas of contract close-out, indirect rate adjustments, federal government audits, proposal preparation, etc.
- Performs bid evaluations and issues purchase orders for materials and services.
- Ensures all purchase orders are complete and reference all necessary conditions and deliverables, including signatures, marking, packaging, payment, documentation and shipment details.
- Perform Certified Payroll and Wage Determination reviews in accordance with Department of Labor and FAR requirements.
- Identifies problems and discrepancies that may occur and assists in implementing corrective action.
- Ensures work is being coordinated between other departments, offices, fabrication and construction to meet project requirements.
- Ensures effective management of procurement procedures as established in company policies.
- Maintains and promotes a focus on the company's end product, whether procurement, engineering, fabrication or construction related.
- Assumes responsibility for cost, schedule, quantity and budget control of assigned work.
- Ability to track, report and oversee small business goal requirements
Qualifications/Competencies/Experience:
- Bachelor's degree in Business-related field desired. Will consider experience in lieu of college degree.
- Minimum 3-5 years of subcontracting and procurement experience in a Government contracting environment.
- Working knowledge of Subcontracting and purchasing procedures
- Experience with ERP systems
- Small Business requirements and tracking experience desired
- Works independently with minimal guidance.
- Basic to working knowledge of the Federal Acquisition Regulation and related agency supplements, as well as fundamental commercial contracting principles
- Engineering, environmental, and/or civil construction industry knowledge/experience a plus.
