Job Duties: The Capitol Zoning District (CZD) Planning and Preservation Director (Coordinator) is responsible for conducting pre-application conferences with applicants, reviews and analyzes applications, issues permits, seeks to resolve potential problems or conflicts, compiles materials required for review by the Capitol Zoning District Commission (CZDC), writes comprehensive reports, develops agendas for and attends all CZDC and advisory committee meetings, ensures public notices are sent, prepares monthly reports for the Commission, and testifies in administrative and judicial hearings under oath, as required. Answers questions and disseminates technical information to citizens, developers, engineers, architects, and other individuals regarding CZD ordinances and procedures for obtaining permits; works in coordination with the City of Little Rock planning, zoning, and permit offices; maintains property inventory records and property/permitting database and ensures that historical records of the work of CZDC are maintained. Position also conducts periodic drive-through inspections of the CZD to ensure compliance with ordinance is being maintained and handles complaints or violations of the CZD ordinance and master plan and develops partnerships with other organizations and individuals to enhance the effectiveness of the CZDC. Knowledge of urban planning, architecture, and historic preservation; ability to analyze and interpret regulatory language, technical data, maps, surveys, site plans and architectural drawings is required as is proficiency in MSWord, Adobe Acrobat, and Adobe Photoshop (or similar application).
Applicants must meet or exceed these qualifications: The formal education of a bachelor's degree in urban planning, historic preservation, architecture, or related field; plus two years’ experience in urban or preservation planning or related field.
