What are the responsibilities and job description for the Facility Services Manager position at Arapahoe County?

Responsible for the operation, maintenance, coordination, and supervision of the Building Services operational functions county-wide. Performs a variety of managerial duties to oversee and facilitate the daily operations of the Facility Services team.
  • Management of county-wide Facility Services operations ensuring that all services are effectively delivered, and facility needs are met including, but not limited to, life-safety, project management, building repairs, parking lots, grounds, snow removal, HVAC/R preventative maintenance and Day Porter custodial oversight.  
  • Management of all Facility Services day-to-day processes county-wide in a manner consistent to FFM and County policies and procedures while establishing exceptional customer service and positive relationships county-wide.
  • Management of all Facility Services staff county-wide including, but not limited to, hiring, onboarding, evaluating, training, discipline, promoting and termination.   Ensures staff implement and provide superb facility services throughout the County.
  • Management of all Facility Services operations associated with the Computerized Maintenance Management System (CMMS). 
  • Works collaboratively with FFM Leadership to effectively maintain County assets and utilize resources (staff, funding) efficiently and effectively.
  • Management of county-wide Facility Services budget and all financial components.
  • Expert skills in interpretation of documents involving maintenance instructions, sketches, plans blueprints, procedure manual and safety rules. Ability to create floor plans, crop sections of as-builts, and manipulate PDF’s for clarity of assignments and ability to use AutoCAD. 

Skills, Abilities and Competencies:
  • Successful management of budgets in excess of $1M including complex day-to-day operation expenses and Building Maintenance projects.
  • Expert knowledge of best industry practices, techniques, equipment and materials required to maintain, repair and County facilities. Ability to make challenging fiscally responsible decisions that benefit both the County and the department.
  • Expert knowledge of Facilities and Fleet Management operations, rules, regulations, and procedures. 
  • Ability to effectively supervise, train, inspire and evaluate assigned personnel to achieve superior results.  Experience managing staff on multiple campuses preferred.
  • Knowledge and proficiency in the use of personal computer equipment and software such as MS Word, Excel, AutoCAD, Google Earth, PowerPoint and Outlook and other products as required by job. Experience and ability to produce and deliver professional presentations preferred.
 
  • Ability to develop and work in high performing team environment and communicate effectively, both orally and in writing with tact, diplomacy and high ethical standards. Establish and maintain effective working relationships with direct reports, supervisors, contractors, other employees, and the general public, as well as with other managers, directors and elected officials.
  • High energy with the ability to multitask. Team builder, motivator and collaborator.   Experience in Change Management. Ability to find creative solutions to complex problems while maintaining county resources and providing excellent stewardship of taxpayer dollars.

Education and Experience: 
  • High School Diploma or GED equivalent 
  • At least seven (7) years of relevant experience in facility services or related fields. 
  • At least four (4) years of progressively responsible supervisory or management experience.
  • At least two (2) years of progressively responsible experience in project management.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.
 
Preferred Education and Experience
  • Bachelor’s Degree in Facility Management, Project Management, or Business Administration or related field is desired.
 Pre-Employment Additional Requirements:
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check. 
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment. 
  • Security clearance required:  will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check
 
Post-Employment Requirements: 
  • Successful completion of bi-annual Colorado Justice Information System (CJIS) training.
  • Position is deemed essential and incumbents must be available for winter storm and other emergency events and available to work on-call on a rotational basis including evenings, holidays and weekends.
  • Must be able to work nights and weekends on a full-time basis.
  • Work locations and facilities are subject to change based on business need.
 
WORK ENVIRONMENT:  
  • Work will be completed in a standard office environment and at various facilities throughout the County.
  • Incumbent may be required to work evenings, weekends, holidays, days or on-call standby. Incumbent must be available to respond to emergencies or attend meetings during and after normal work hours as necessary, including days and weekends.  Incumbent will be on-call 24/7 to be able to address issues as they arise.

  • Spends 50% of the time sitting and 50% of the time either upright or walking.
  • Occasionally lifts, carries, pulls or pushes up to 25 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 50 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.
