Role description:
Arcadis is seeking a Senior Environmental Planning and Permitting Manager to join our east coast Enviro Socio Permitting team. The successful candidate will lead the development of environmental impact reviews and various permit applications with a focus on projects in New York City but will also support projects located elsewhere in New York State and in New Jersey. Therefore, it is expected that you have demonstrated experience with environmental permitting regulatory requirements and procedures in New York City and surrounding regions. This includes expertise in the regulatory requirements and processes associated with the preparation of New York State/City Environmental Quality Review (S/CEQR) documentation, including Environmental Assessments and Environmental Impact Statements; and familiarity with U.S. Army Corps of Engineers (USACE) and New York State Department of Environmental Conservation (NYSDEC) state waters/wetlands under Clean Water Act (CWA) Section 401, 402, 404, and Rivers and Harbors Act Sections 10 and 14; federal and state/local coastal management programs; and federal/state threatened and endangered species regulations under the Endangered Species Act (ESA), and the ability to lead a team of natural resources permitting experts in the production and delivery of regulatory requirements.
This role will primarily support Arcadis teams working with water, wastewater, power, energy, oil, gas, and transit clients. Projects are often fast-paced, multi-faceted, and geographically diverse. The position will require a candidate to work collaboratively with a team of resource specialists, Planners, Scientists, and/or Engineers. The ideal candidate must have the capacity to balance varying priorities and tasks, work on multiple projects concurrently, and meet deliverable deadlines. Arcadis offers a flexible working environment and follows a hybrid work structure. A successful candidate can expect to work remotely and/or from the office, as needed, based on requirements and needs of specific projects and teams.

As a Senior Environmental Planning and Permitting Manager, you will apply your experience and technical knowledge to work with client teams and lead the development of high-quality deliverables to support planning and permitting for major utility, infrastructure, government and key Arcadis clients. You will interact with junior, mid-level, and senior Biologists/Ecologists, Engineers, Technical Experts, and Project Managers as part of an interdisciplinary team.

- Provide senior level support for developing environmental review and permitting strategies and communicating permit strategy to clients and internal teams.
- Oversee the development of technical reports, work plans, permit applications, and other environmental documents to support environmental impact reviews and permitting. Provide senior technical review for environmental review and permitting deliverables.
- Support the growth of new and existing client relationships. Be responsible for developing scopes of work and costs for new opportunities.

Required qualifications for the role include:
- Bachelor’s degree in environmental science, environmental or land use planning, or related field.
- Minimum of ten years of experience managing environmental permitting projects in New York City and the surrounding regions in the environmental consulting field.
- Significant experience with the development of permit applications and permitting strategy, specifically in New York City and New York State.
- Experience leading teams and working in collaboration with scientists, engineers, archaeologists, and other specialists in developing environmental documents for environmental projects.
- Master’s degree in environmental science, environmental or land use planning, or related field.
- Experience supporting client development including identifying opportunities, developing and maintaining client relationships, and leading proposal development including the preparation of scope of work and project budgets
