Responsibilities
Responsibilities include, but are not limited to the following:
- Manage and verify requirements by capturing detailed descriptions of product functionality
- Translate the Sponsor's requirements - systems, applications, or process designs - for very large complex IT solution and integrating architecture.
- Document, analyze and review program requirements for a large team responsible for conceptualizing, designing, and prototyping internet solutions.
- Ensure the project team has clear, consistent, and testable requirements documented in user stories and completion criteria.
- Interface with multiple stakeholders to assess and comprehend their requirements to understand how they can be integrated with the Sponsor's requirements.
- Act as an advocate for the Sponsor on the architecture designed to address business problems.
- Reconcile conflicts; decompose high-level information into the appropriate level of detail for team members; and participate in peer reviews of requirements documentation.
- Requirements tracking and de-confliction.
- User/stakeholder engagement to ensure case is running according to plan, meeting requirements.
- Identification of any functional requirements gaps.
Document and prioritize user requirements, working with the Business Operations Staff. - Manage user requests through the process until completion including but not limited to adjudication of access requests, provisioning of user accounts.
- Provide support to validate existing user requirements and support to transition users from development to operations.
- Perform strategic systems planning, business information planning, business, and analysis.
- Work to determine the process for 'routine user requests' resulting in the user being assigned an existing capability.
- Work to determine a process for a new requirement (where no current solution/capability exists that meets the needs for a user/user group, and one would have to be designed) in order to support the user cradle to grave.
Qualifications
- Must possess and be able to maintain a TS/SCI clearance with Polygraph.
- A degree (or equivalent experience) in Computer Science, Information Systems Engineering, Business, or a scientific, or technical discipline.
- BS 10-12, MS 8-10, PhD 5-7
- Ability to fully coordinate master project schedules.
- Ability to coordinate information flow occurs between all programs and organizational managers.
- Ability to establish functional and technical specifications and standards, solve hardware and software interface problems, define input/output parameters, and ensure integration of the entire system or subsystem.
- Provides a total systems perspective including a technical understanding of relationships, dependencies, and requirements of hardware and software components.

- Ability to test and evaluate hardware and software to determine efficiency, reliability, and compatibility with existing systems.
- Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
- Ability to work in a dynamic and challenging environment.
